Description
MARKET SURVEY for the Procurement of Beechcraft King Air C90GTi Pilot Initial, Recurrent and Recurrent Pro-Line 21 Indoctrination Training� to include Ground School and Flight Training/Qualification NO PHONE CALLS PLEASE. ALL QUESTIONS AND SUBMISSIONS MUST BE IN WRITING AND EMAILED TO THE CONTRACTING SPECIALIST. Contact information below. This is a Market Survey to attain information, comments, and capabilities from industry in accordance with FAA Acquisition Management System (AMS) Policy that will aid in the formation of an acquisition strategy and award for the procurement of initial and recurrent ground school, and flight training in the Beechcraft King Air C90GTi aircraft. The responses to this Market Survey will be used for informational purposes only. This is not a screening information request or a request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to this Market Survey. Therefore any cost associated with the Market Survey submission is solely at the interested vendors� expense. Interested firms must be registered in the System for Award Management at (www.SAM.gov) to eventually receive consideration at the time of the SIR and for any award. At this time, the nature of the competition has not been determined for this effort. The Government seeks to award a Firm-Fixed-Priced contract for FAA Pilots on the Beechcraft King Air C90GTi aircraft. The FAA may decide to do a full and open competition or set aside for small businesses, service-disabled veteran-owned small businesses or other eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. Under Title 49 of the United States Code (49 U.S.C.), the FAA is authorized to train employees as necessary in the exercise and performance of the powers and duties of the Administrator.� The interests of the public, the safety of the workforce, and the credibility of the organization are best served by having qualified, proficient, and current inspectors conducting surveillance, testing, and checking functions.� The principal North American Industry Classification System (NAICS) code for this effort is�611512; Flight Training. Vendors shall address the following 3 components within their submittal: �1. Company Information: Please provide your - DUNS number - Cage Code and betaSAM.gov registry status (a screen-shot is acceptable as proof of registry) - Indicate if you are a Large or Small business If Small Business; please define your status (8a, woman-owned, veteran-owned, etc.) - Point of contact, to include: name, title, telephone number, business address, and email address - Primary NAICS provided on previous contracts - Number of years in business 2. Requirements/Scope: �� See Attached DRAFT Performance Work Statement (PWS) Please ensure your response covers, at a minimum, capabilities for all requirements called out in the PWS. The contractor will provide commercial off-the-shelf (COTS) initial pilot qualification, recurrent ground school and aircraft testing, to include proficiency check for the FAA pilots for the referenced aircraft type.� Additionally, the FAA may require supplemental training hours. Contractors must provide an FAA-approved training program excluding any company-specific training for the Beechcraft King Air C90GTi directly related to the successful completion of the type rating in accordance with the attached Performance Work Statement (PWS). Per above and the PWS: INITIAL PILOT QUALIFICATION: The contractor shall provide the aircraft and training necessary to enable the FAA inspector/pilot to pass the practical test to Airline Transport Pilot (ATP) standards for type rating without any limitations, in accordance with applicable (14 CFR) Part 61 requirements, the contractor�s training program, and the terms and conditions of the resulting contract/task order. Types of training shall at minimum include the following categories: ����������� 1.� Initial C90GTi pilot qualification ground school, and; ����������� 2.� Initial C90GTi pilot qualification flight training in a simulator and including an end-of-course practical test. RECURRENT PILOT QUALIFICATION: The contractor shall provide the ground school and full flight simulator training to enable the FAA inspector/pilot to pass a pilot-in-command (PIC) proficiency check to Airline Transport Pilot (ATP) standards in accordance with (14 CFR) Part 61, the contractor�s approved training program, and the terms and conditions of the resulting contract/task order. Flight Simulation Training Device training shall conform to the principle of �Crew Concept� if applicable.� Types of training shall at minimum include the following categories: ����������� 1.� Recurrent C90GTi pilot ground school and ����������� 2.� Recurrent C90GTi pilot full flight simulator training including proficiency check. SUPPLEMENTARY TRAINING HOURS: The Contracting Officer may authorize hours in addition to those specified under Initial or Recurrent Pilot Qualification training when required by the individual inspector/pilot to successfully complete the course.� These hours shall be provided at the prices set forth in the item entitled �Supplementary Training Hours�, Part I, Schedule B (see PWS). INDOCTRINATION TRAINING For pilots not previously qualified with Pro-Line 21 Avionics and is required prior to recurrent pilot qualification training. This training is to be priced with both the indoctrination training and a recurrent course. Interested Vendors shall provide insight on the courses required and length of the course (hours/days). This request is to aid the FAA with the formation of an acquisition strategy and for budgetary purposes. Vendor may include company catalog. The FAA requires the following be clearly addressed to include an answer to the inquiry and a brief discussion that is not limited to how, what, when, or why. Page count (not including cover) for this information is limited to 20 pages (8�x11 one-sided), 12 font (Times New Roman), with a minimum of 1-inch margins) About your organization: Does your organization currently hold FAA-approved training program(s) for the aircraft types listed in the attached Draft PWS? When required per a SIR, the approved program must include a course syllabus, including proposed additions/changes, in sufficient detail to determine compliance with the minimum hourly requirements of the effort. Does your organization currently have a drug and alcohol testing program A requirement for this effort exists in accordance with statute What is the current facility capacity/capability for students within your organization Ability to meet regulatory requirements relating to: Workspace Safety Environmental Impact Quality Assurance Programmatic and personnel changes Classroom/Training Facility Security Capability Statement � This document should identify: Type of training provided by your firm for the aircraft Number of years in business Geographic area where training will be provided Expected approach � Respondents must provide their strategy for accomplishing this work. 3. Submission Time: All responses to this Market Survey should be received by 2:00 p.m. Central Time, Wednesday, 06 April 2022 electronically to the Contracting Officer using the following email address: helaina.k.germosen@faa.gov. Information provided will not be released however please appropriately mark PROPRIETARY on any of your documentation submitted as necessary. The FAA will not reimburse your organization for any direct, indirect costs or other charges that arise as a result of submission(s) in response to this Market Survey and the FAA�s subsequent use of such information.
