Description
Notice of Intent to Sole Source The Department of Veterans Affairs, NCO 6 intends to award a sole source, FFP, Purchase Order to Johnson Controls, Inc. for the procurement/purchase of License Plate Recognition Cameras (purchase to include installation) to the Charles George VA Medical Center 1100 Tunnel Road Asheville NC28805. The North American Industry Classification System (NAICS) for this requirement is 334310 with a small business size standard of 750 employees. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS The government intends to solicit from only one source under the authority of FAR 13.106-1(b), Soliciting from a Single Source. This notice of intent is not a request for competitive quotes. however, interested parties may identify their skill and ability by sending capability statements in reference to this requirement no later than March 14, 2022, by 11:00a.m. EST to Jennifer.rhone@va.gov. Telephone inquiries will not be accepted. Interested firms must indicate whether they are a large, small, small-disadvantaged, 8(a) or woman owned business. If your firm is a Service-Disabled Veteran Owned or Veteran Owned Small Business, you must be CERTIFIED in VetBiz (see internet site: http://vip.vetbiz.gov). Also indicate whether the vendor is U.S. or foreign owned (in compliance with the Buy American Act). Respondents who submit proprietary data shall clearly mark the data with appropriate markings. The Government will not pay for any information submitted because of this notice. This notice shall not be construed as an obligation on the part of the Government to acquire any products or services. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C246-21-AP-3506 Contracting Activity: Department of Veterans Affairs, NCO 6, VISN 6, Charles George VA Medical Center, PR# 637-22-1-5997-0002 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Charles George VA Medical Center needs seven additional cameras added to their security system. The estimated amount for the cameras with installation is $129,986.00 Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The License Plate Recognition System that s already installed at the Asheville VA Medical Center uses proprietary software to integrate with the facility s surveillance system components and ensure compatibility between those components. Only the cameras requested can be used with this security system. Warranties on the system could be terminated or voided if an unauthorized vendor perform the installation. Description of market research conducted and results or statement why it was not conducted: The OEM is a large business with multiple distributors. The requirement will be sole sourced to the OEM authorized distributor Johnson Control. This is a brand name only requirement, and the cameras requested are proprietary to the security system already installed at the Charles George facility.
