Operation and Maintenance Services ��� �Place of Performance:� �Westover ARB, Chicopee, MA 01022 Synopsis Date:� 25 February 2022 Contracting Office Address:� 439 CONF/PK. 250 Airlift Drive, Westover ARB, Chicopee, MA 01020 NAICS Code: 517311 Wired Telecommunications Services Solicitation Number: BTS Sources Sought Description: THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR INVITATION FOR BID. THE INTENT OF THIS NOTICE IS TO IDENTIFY POTENTIAL OFFERORS FOR MARKET RESEARCH PURPOSES ONLY. Westover Air Reserve Base has a need for Base Telecommunication Operation and Maintenance Services.� This require is currently under the 8(a) program with SBA. The base is seeking qualified Commercial contractors with knowledge of operating and maintaining the above system. The anticipated telecommunication Operations and Maintenance Services will be Firm Fixed �Price. Contract performance period is for a five (5) year period (1-Base and 4(1) year options). This Sources Sought and is not a request for proposals nor does it constitute a statement of a current government requirement. The anticipated procurement is for Telecommunication Operation and maintenance. � The establishment of this OPTION is anticipated to be awarded under the 8(a) program.� an 8(a), all qualified parties are encouraged to submit capability statements, including core competencies differentiators, past performance, company data, contact information.� Must be knowledgeable of the Telecommunication System as noted below. PWS (brief synopsis) Contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision and other items and services necessary to provide highly reliable telecommunications and networked voice, video and data services, unless specified in this contract as Government Furnished Property (GFP) to support the mission of 439th Communications Squadron at Westover ARB MA. Contractor shall perform monthly Operations and Maintenance (O&M) services and other services required to ensure the Base Telecommunications System (BTS) is available 24 hours per day, 7 days per week.� The BTS consists of the base telephone system switch, the outside plant (OSP) and inside plant systems (ISP), network, transmission systems and all associated equipment which may include other systems (e.g. radio, etc.). Contractor personnel required to be on base on a daily basis.� Contractor may be required to support base mission changes; major or minor BTS infrastructure modifications; and other support requirements necessary for the BTS to meet mission requirements. Missions are frequently interrupted by base exercises or actual ongoing base security events. Support requirements may originate from technology changes, hardware and software systems upgrade, reconfigurations, new or additional equipment, local area network (LAN) cable installations and upgrade, and Dial Central Office (DCO) reconfigurations. This includes routing/diversity requirements and any other environmental changes that could impact or alter the base BTS. Contractor will be required to install telecommunications wiring in dormitories, military family housing, visiting airmen�s and officer�s quarters, temporary lodging facilities, other communications systems and devices, etc., as directed by the CO or COR. � It is anticipated that this acquisition will result in one (1) firm fixed price option contract to a qualified 8(a) participant.� Successful offeror will be required to provide all labor, material, supplies, transportation, supervision, and all other necessary items to perform a full spectrum Operations and maintenance activities including; inspection, preventative maintenance, scheduling, and repairs.. Please provide in your response the firm's socio/economic status classification. A positive statement of the firm's intent to submit a proposal for the anticipated contract solicitation as a prime contractor is requested. Affirmative written responses must be received no later than 28 March 2022 after the publication of this notice. All questions regarding this notification shall be submitted in writing to Theresa M.
