- This is a Sources Sought Notice.� The purpose of this notice is to obtain information regarding the 1) availability and capability of qualified sources to provide the contemplated requirement listed below. �The information provided herein is for informational purposes only.� THIS NOTICE IS NOT A REQUEST FOR PROPOSAL.� This notice is issued for information and planning purposes only and does not itself constitute a Request for Proposal (RFP). The Government does not intend to award a contract based only on responses to�this Sources Sought Notice. Responses to the notice will not be returned.� Responders are solely responsible for all expenses associated with responding to this notice.� The Government will not pay for information received in response to this notice.� There is no commitment by the Government to issue an RFP, make an award or awards, or to be responsible for any monies expended by industry responses to this notice. Response Format To better assist in the review of submittals to this RFI, respondents are encouraged to prepare a capabilities statement and respond to the above questions in a format that closely adheres to the following: The document format shall be either Adobe Acrobat (.pdf) formats. Responses shall be prepared using 12 pt. font, 1-inch margins, and 8.5� by 11� paper and shall not exceed ten (10) pages in length, including images, data displays, charts, graphs, and tables. Response Deadline and Point of Contact Information FEMA will only consider submissions in response to this notice that are in the form of Microsoft Word and/or PDF (searchable format) documents attached to emails received no later than 10 AM EST, Friday, April 8, 2022.� No phone calls will be accepted or returned. ------------------------------------------------------------------------------------------------------------------------------------------------------------------------------ FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA) 500 C STREET SW, WASHINGTON, D.C. 20472 REQUEST FOR INFORMATION (RFI) Individual Assistance Planning Support for Mass Care and Direct Housing February 2022 REQUEST FOR INFORMATION (RFI) Introduction THIS IS A REQUEST FOR INFORMATION (RFI) IN ACCORDANCE WITH FAR 15.201(e) AND FAR 52.215-3, which states: RFIs may be used when the Government does not presently intend to award a contract, but wants to obtain price, delivery, other market information, or capabilities for planning purposes. Responses to these notices are not offers and cannot be accepted by the Government to form a binding contract. There is no required format for RFIs. This is NOT a Request for Proposal (RFP). An RFP is not being issued at this time, and this notice shall not be considered as a commitment by the Government to issue a RFP, nor does it restrict the Government to a particular acquisition approach. Requests for a solicitation will not receive a response. The purpose of this RFI is to determine if there is capability available to provide strategic and operational planning services to FEMA�s Individual Assistance Division (IA), in support of both Mass Care and Direct Housing programs. Background � Mass Care Planning The Federal Emergency Management Agency (FEMA)�s mission is to support our citizens and first responders to ensure that, as a nation, we work together to build, sustain, and improve our capability to prepare for, protect against, respond to, recover from, and mitigate all hazards. FEMA receives its authority from the Robert T. Stafford Disaster Relief and Emergency Assistance Act (Stafford Act), P.L. 93-288, as amended at 42 USC 5121-5207. After an emergency or major disaster has impacted a community, FEMA ESF #6 services and programs are implemented to assist disaster survivors. ESF #6 (Mass Care/Emergency Assistance, Temporary and Permanent Housing and Human Services) coordinates and provides life-sustaining resources, essential services, and statutory programs to the affected population with a focus on hydration, feeding, sheltering, and temporary and permanent housing. All services and support must include equal access to the whole community, inclusive of people with disabilities and others functional needs, according to the Stafford Act as amended, PKEMRA, the Rehabilitation Act, and other civil rights legislation. Family reunification and the distribution of emergency supplies may also be implemented. During mass evacuations, Mass Care services may also be required to support the displaced population. This level of support is provided, in most cases, upon request of the state, when the needs of disaster survivors exceed local, state, tribal, territorial, and/or insular area government capabilities. State, tribal, and local governments have primary responsibility for the delivery of Mass Care to disaster survivors in their jurisdictions. This is accomplished primarily through state-designated government or voluntary agencies/organizations and staffed by state and local government employees and/or voluntary organization workers. FEMA is seeking to enhance the delivery of Mass Care/Emergency Assistance (MCEA) services by increasing State and Regional Mass Care capacity development, identification of shortfalls/gaps, coordination of resources, and local/state capabilities to respond to disasters. The contractor will also collaborate with FEMA HQ and the Regions to develop Mass Care plans, target capabilities and gaps, analyze critical tasks, resources, gaps, and responsibilities, and helping to better understand risks, capabilities and resource needs. This includes determining private sector capabilities and DoD Resources involved in states response to Mass Care efforts. Operational Concept � Mass Care� Planning FEMA is seeking contractor support to provide strategic and operational Mass Care planning services to FEMA HQ and Regions. This will include future planning for sheltering, feeding and distribution of emergency supplies. Contractor support will consist of assisting with State and Regional Mass Care planning during steady state, as well as during disaster operations as needed. The primary objective is to assist FEMA Regions with developing Mass Care plans and considering all planning elements that would need to be included in these plans. The plans should include vulnerabilities and risk factors and incorporate all relevant elements. These services will also provide FEMA�s Regions with information on the status of State capabilities. Key elements during steady state will include: Assisting with State and Regional Mass Care capacity development, evaluation and training Supporting National, Regional, and State planning and other preparedness initiatives� Assisting with development of Mass Care plans Providing support for training and exercises, incorporating the potential for changes in the planning process due to the speed of onset, magnitude, and projected duration of the event During disasters, FEMA may request support for the following areas, related to the needs of the impacted populations: Providing initial response and Subject Matter Expert (SME) support to states during both the initial response and post declaration Supporting the affected State Mass Care Lead/Coordinators and State Mass Care Multi-Agency Task Forces Supporting the activated MCEA Services Monitoring and analyzing trends Advising on shelter capacity and consolidation as evacuees move to re-entry Understanding supply burn rates Providing situational awareness Requested Services Services required to support FEMA�s Mass Care/Emergency Assistance categories are as follows: Compilation of an inventory of current Mass Care plans Identification of responsible agencies, POCs, and assigned actions Assessment of existing state Mass Care / Emergency Assistance capabilities Conducting gap analysis based on state capability assessments Assessment of State-based VOAD/NGO capacity and existing Contacts, MOUs and MOAs capable of providing facilities and� services for Mass Care needs, such as� campgrounds, camps, hotels, etc. Identification of shortfalls, including personnel, material resources and logistical capabilites Identification of vulnerabilities and risk factors by Mass Care / Emergency Assistance activities: Sheltering Feeding Distribution of Emergency Supplies Household Pets and Service Animals (HPSA) Evacuee Support Reunification Functional Needs Support Services (FNSS) Assessment of State staffing intent for both blue sky and grey sky activities Assessment and analysis of State Mass Care readiness planning and preparedness Determining State support capability levels for blue-sky and grey-sky events Identification of State staffing risk factors, including staffing capacity, footprint adjustments, and training needs Strategic Plan Goals (Include equity and climate change) Synchronization of State and FEMA Region operational intent Expectations management Support FEMA in the development of response requirements Provide advanced planning, technical support and coordination with FEMA Headquarters and Regional/ Field personnel for ESF-6 activities Identify triggers for Federal support and assets Background � Direct Housing Planning Direct Housing options are authorized under Section 408 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act as amended (Stafford Act). The Housing Assistance provision of the IHP, authorized by Section 408(c) of the Stafford Act, provides financial and direct assistance for disaster-caused housing needs not covered by insurance or provided by any other source. The following table provides an overview of the relevant Direct Housing assistance options available to eligible applicants: Option Description Multi-Family Lease and Repair (MLR) Agreements between FEMA and property owners to repair existing multi-family housing units (e.g., apartments) for use as temporary housing. FEMA will identify UFAS compliant units and may modify units if no other UFAS-compliant units are available. Direct Lease Contracts with property owners to lease properties to use as temporary housing. FEMA will identify UFAS compliant units and may modify units to be UFAS- compliant if there are no other UFAS-complaint units available. Permanent Housing Construction (PHC) Repair: FEMA may perform repairs necessary to restore the pre-disaster residence to a habitable condition. Eligible repairs will vary depending upon the nature of the disaster. Repairs to accessibility features and accessible routes will be guided by the Americans with Disabilities Act Accessibility Guidelines (ADAAG) and HUD Design Details for Accessible Disaster Relief Housing. New Construction: Implemented when PHC is authorized and an applicant�s pre-disaster primary residence is determined to be destroyed or repairs are infeasible. The PHC-New Construction cost cap considers the number of bedrooms, including the cost for UFAS compliant designs, as well as local cost factors and hazard mitigation. Concept � Direct Housing Planning FEMA is seeking contractor support to provide strategic and operational planning for MLR, PHC and Direct lease operations. Support is also required to provide monitoring, cost estimation and oversight for operational MLR, PHC and Direct Lease missions. This support is intended to assist FEMA with quickly begin the process of implementing disaster housing assistance and will also support Recovery during steady state by assisting the housing program with planning, as well as developing and training staff to support the next housing mission. General construction services will not be part of this requirement. Requested Services Services required to support FEMA�s Direct Housing assistance categories are as follows: PHC Planning and Scoping Support FEMA in the development of mission requirements and business cases Provide data and analysis to support the cost analysis and estimated cost cap Provide feasibility assessments on eligible properties Identify line items requiring repairs Compile Information required for Environmental and Historic Preservation (EHP) compliance reviews Indicate provisions for access and functional needs (AFNs) for household members Conduct site inspections and assess site feasibility using approved architectural designs Assess whether the current utility service is adequate for the proposed design Assess the estimated cost and feasibility of demolition needed for the damaged dwelling Assess whether a septic tank, well, cistern, or other water source is required or if the site is serviced by existing sewer and water lines Assess the amount of site preparations required including all ground disturbance Assess additional information required for EHP compliance reviews Ensure compliance with all State, Local, Tribal and/or Territorial (SLTT) building codes and regulations A&E Services Provide drawings, specifications, cost estimates and stamped blueprints to be included in Request for Proposal (RFP) packages for general construction solicitations Provide technical support during the contract source selection process, reviewing proposals and cost estimates as submitted by construction contractors in response to FEMA�s RFP PHC Operational Support Quality Assurance Monitoring Oversight of construction Review Change Orders Determine if requested changes are necessary and technically accurate Evaluate cost estimates to determine if they are fair and reasonable MLR and Direct Lease Planning, Scoping and Operational Support Identify and assess existing vacant multi-family housing units (e.g., apartments) for which FEMA could make repairs or improvements for use as temporary housing. Assist FEMA in assessing cost effectiveness of rental properties compared to the total properties selected. Conduct onsite feasibility assessments. Assist in the identification of property management company analysis, after the DL RFI has closed. When requested, serve the technical monitor for inspecting properties along with the Contracting Officer. Steady State Support Engaging with relevant stakeholders in FEMA regions, as well as with Cadre personnel� to ensure future planning is coordinated. Development of templates for preplanning, implementation and close out of MLR and DL missions. 3.�� Build and support various forms of training, both in person and virtual, to ensure that the workforce is current with any changes to policy and/or doctrine 4.�� Build and sustain refresher training programs for stakeholders 5.�� Assist with facilitation and coordination of Exercises ranging from tabletops to functional exercises 6.�� Facilitate engagement for pre disaster preparation and just in time training for stakeholders working on housing missions. Acquisition Concept FEMA anticipates issuing a solicitation to deliver requested services that will support FEMA IA�s �Mass Care/Emergency Assistance and Direct Housing Programs. To facilitate this solicitation, FEMA is seeking information from companies that would be able and willing to provide the services described above. FEMA anticipates that this solicitation will result in the award of an Indefinite Delivery/Indefinite Quantity (IDIQ) contract. Since FEMA�s missions are determined by the occurrence of disasters, there can be no guarantee of a minimum amount of work to be performed during a disaster response scenario. Request for Information (RFI) Questions �Vendor Profile (No more than 2 pages) In response to the RFI, please provide a capability statement and answer the following questions: Identify the company and primary contact person responding to this RFI to include name, address, city, state, zip code, phone, fax numbers and email address. Identify the name, title, address, phone and fax number/s, and email address of the primary contact person responding to this RFI. Identify any parent corporation and/or subsidiaries, if appropriate. Identify company�s size and type, i.e. small business � woman owned. Provide a brief overview of your company including number of years in business, number of employees, nature of business, and description of clients. What is the capability of your company to manage multiple events in different states at the same time? Can your company quickly organize the people and equipment needed to support FEMA�s mission? How do you manage customer satisfaction? How do you figure out service level agreements? Do you have partners? If so, please list them and the benefits those partnerships provide your customers. With regards to establishing individual accountability, what policies do you have in place avoid delays, blurred communications and to ensure consistency in supporting FEMA�s Mission? Technical Approach (No more than 5 pages) What are your complete product and service offerings? What is your company�s anticipated technical approach for accomplishing each task described in this RFI? Please clearly and realistically convey ability to meet mission resource requirements. Complete answers will include information about current or anticipated ability to provide adequate personnel and skills to provide services to support the work summarized in this document, as well as information management, and reporting strategies (e.g. methods for collecting and sharing information using available resources). Relevant Corporate Experience1 (No more than 8 pages) What relevant corporate experience does your company have performing the individual tasks described earlier in this document?
