Description
REQUEST FOR INFORMATION (RFI) AND INDUSTRY DAY ANNOUNCEMNT.� Responses to this announcement are not considered offers and cannot be accepted by the Government to form a binding contract.� Responses will not be used for evaluation in any resultant solicitation for this requirement.� The government shall not be held responsible for any costs incurred in response to this RFI and Industry Day announcement.� Participation is strictly voluntary. The Marine Corps Recruiting Command (MCRC) at Quantico Marine Base, Quantico, VA, has an anticipated requirement to procure a phone based gaming application that will (1) collect directory information from prospective Marine Corps applicants; (2) test and record their cognitive abilities (e.g. memory skill, processing speed, and cognitive flexibility) in several measurable quantities; and (3) provide a realistic job preview for occupational fields of interest. �The game-based assessment must be unbiased and account for subgroup differences such as, gender effects, prior gaming experience / familiarity, and even-handedness (whether the game is to be played primarily with the left or right hand). While not a measure of cognitive ability, the realistic job preview component of the gaming application will provide both the recruiter and the prospective applicant with a better measure of how the applicant�s preferences and interests align with different Marine Corps occupations. �This requirement will also include a warranty, maintenance, and technical support for the gaming application purchased for a period commensurate with useful life of the proposed gaming application. A human subjects research protocol must be approved by the Marine Corps Institutional Review Board in accordance with SECNAVINST 3900.39E. Note: Directory information includes the�applicant�s name, address, telephone listing, date and place of birth, major field of study, participation in officially recognized activities and sports, weight and height of members of athletic teams, dates of attendance, degrees and awards received, and the most recent previous�educational agency or institution�attended by the�student.� Interested respondents should submit a brief capabilities statement package (no more than 20 pages in length, single spaced, 12 point font) clearly demonstrating the firm�s ability to perform the services. �A generic capability statement is not acceptable. �Please review the requirements listed below. �At a minimum, the package shall address the following: 1. Title of the requirement, Company Name, Address, and POC. 2. Company profile to include number of employees, brief overview of financials (Revenue and Gross Profit), office location(s), DUNS number/CAGE Code, and a statement regarding current small business status to include small business type(s)/certification(s) such as: SDB, 8a, HubZone, SDVOB, etc. 3. Prior/current corporate experience (private and/or government) performing efforts of similar size and scope within the last three (3) years.� Statements should describe the dollar value, indicate whether your firm acted as the prime or subcontractor, indicate experience complying with the Privacy Act and the Department of the Navy Human Research Protection Program, list a customer Point of Contact with phone number, and provide description of the experience.� ����������������������� 4. Description regarding capability to meet requirements.� Specifically, the Government would like information pertaining to the following: Include a full description of the game application offered by the vendor.� What devices and operating systems are compatible with the game application? How the gaming application will interface/feed data collected into the Marine Corps Recruiting Information Support System and the Squad Bay application. Detailed timeline as to when the firm could begin performance after award and deliver the gaming application to MCRC. In an effort to get the gaming application to MCRC in a timely manner, it is acceptable to provide minimally viable products as they as finished for beta testing and feedback from the end user. A description of anticipated software updates, maintenance, and technical assistance/support required. �This would include both on-site and off-site training, problem solving, software updates, and scenario development.� Additionally a recommended schedule of when routine software updates should occur and the cost associated with the software updates. Include details of the proposed warranty.� What the warranty will cover, as well as the length of time it will be good for. The proposed gaming application can be demonstrated for MCRC personnel at a future date, no earlier than March 2022. �Vendors should provide their interest in presenting either in person or virtually.� The anticipated price needs to be included in the response to this RFI.� MCRC anticipates 50K-100K users annually for a period of performance of 5 years.� Responses shall be submitted by email to Lauren Page Lauren.Page@marines.usmc.mil and Brian Kornelius at Brian.Kornelius@marines.usmc.mil NO LATER THAN 3:00 pm EST on Thursday, 25 March 2022.�
