Description
This is a Sources Sought Notice for informational and market research purposes only.� This Sources Sought neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach.� This Sources Sought should not be construed as a commitment by the Government for any purpose.� Requests for a solicitation will not receive a response.� This Sources Sought Notice is in support of a market research being conducted by the St. Louis District, Corps of Engineers to identify interested and qualified Contractors who can perform the type of work described below.� The contract is anticipated to be a Best Value Tradeoff. General Site Description Melvin Price Locks and Dam is located on the Mississippi River near Alton, Illinois, approximately 21.3 river miles upstream from St. Louis and 200.8 miles above the mouth of the Ohio River.� The project consists of a main lock and an auxiliary lock; a dam containing nine Tainter gates; and a fixed submersible dike reaching the Missouri Side of the River.� The main lock is 1200 ft by 110 ft with a lift gate at the upstream end and a miter gate at the downstream end of the lock chamber.� The auxiliary lock is 600 ft by 110 ft with a set of miter gates at the upstream and downstream ends. Work Statement The work will consist of furnishing all labor, equipment, operators, supervision, supplies and materials, and incidentals necessary to perform the Melvin Price Locks and Dam Lift Gate Install and Machinery Replacement Project. The work is anticipated to be accomplished with traditional river marine construction equipment, such as floating plant and barge mounted crane, and staged behind the bulkheads on the upstream end of the main lock.� The contractor will be required to work with the Government to ensure the bulkheads are installed immediately downstream of the lift gate and the upstream end of the main lock chamber is dewatered for the work to be accomplished. Once work has been accomplished coordination will be required to ensure that the lock is properly rewatered, bulkheads removed, and main lock put back into operation per the schedule.� Depending on the size of the contractor�s barge mounted crane, multiple iterations of dewatering and rewatering may be required.� The work will be performed during a scheduled closure of the main lock which is currently estimated to occur in the winter timeframe from mid-January � mid-April 2024.� The structural work on the project includes but is not limited to the following: Removal of the existing three leaf lift gate and existing counterweights. The Contractor must be able to follow a detailed sequence given in the specifications for the removal of the existing lift gate leaves.� Installation of the replacement government furnished two leaf lift gate. The replacement lift gate leaves will be delivered to Melvin Price Locks and Dam and the Contractor will be required to remove the replacement lift gate leaves from the delivery barge(s) and place on the Contractor furnished barge(s) until ready for final installation.� The heaviest lift gate leaf weighs approximately 490,000 lbs. The Contractor must be able to follow a detailed sequence given in the specifications for the installation of the replacement lift gate.� Fabrication and installation of the replacement counterweights. Installation of reinforced concrete lift gate sill raise and gate rests. The mechanical work on the project includes but is not limited to removal of lift gate machinery components and furnishing and installation the new vertical lift gate machinery components.� Some of the existing machinery components will be reused.�� The electrical work includes but is not limited to the following: Replacement of low-voltage 480VAC motor control centers (MCC) including removal of existing MCCs, installation of new MCCs, and replacement of various power feeder cables. Replacement of low-voltage 480VAC electric hoist motors, adjustable speed drive (ASD) motor controller enclosures, and various power feeder cables and control devices. Programming, start-up, and testing of ASD motor controller systems and integration of new ASD systems with existing Lock PLC/HMI system. Modifications to existing Lock PLC/HMI system program to accommodate specific operating parameters of the new lift gate. Once the machinery is properly aligned and the PLC/HMI system modifications are complete, commissioning will be required to calibrate and hone gate travel limits and operational speeds prior to acceptance. Submission Please provide examples of work that your company has performed in the areas listed below. Do not provide more than (3) three in any area of work performed.� Describe past work experience showing all or more than one of the areas listed that was performed under one contract. � Areas of work involving characteristics that are similar to the types of work described herein: � Perform a full or partial dewatering and rewatering of a lock chamber.� Lock and Dam Rehabilitation work on or around river/marine environment during scheduled lock closures. Structural work involving removal, fabrication, and installation of large hydraulic steel structures and installation of large reinforced concrete structures. Mechanical work involving installation of industrial scale hydraulic steel gate operating systems at lock and dam sites or movable bridge systems.
