Description
INTENT TO SOLE SOURCE In accordance with FAR 6.302-1 Only One Responsible Source and No other Supplies or Services will satisfy agency requirement. Lebanon VA Medical Center intends to negotiate a Sole Source Award with Transcat, Inc. They are located at 35 Vantage Point Dr, Rochester, NY 14624. Transcat, Inc. shall provide: all resources necessary to accomplish the deliverables described in this statement of need (SON), except as may otherwise be specified. Provide calibration and repair services for MLA Pipettes to meet all regulatory requirements and ensure optimum performance. All services are performed in compliance with ISO 8655. ISO/IEC 17025:2017 accredited metrology lab with equipment traceable through NIST to the International System of Units (SI) by expert certified technicians. ISO 17025 compliant services also include: ISO 17025 compliant calibration certificate, calibration sticker w/ date of next service, extended measurements for greater statistical certainty. Ensure Thorough internal and external inspection and cleaning Preventative Maintenance Functional check and leak test Comprehensive, detailed calibration certificate 90-day warranty on service/ 1 year warranty on parts. Calibration Timeframe: Calibrations/preventative maintenance/repairs are due annually. There are two rotations of pipettes. The first group of pipettes will be calibrated Between February-July (approximately 12 pipettes fixed and adjustable). The 2nd group of pipettes will be calibrated between July-December (approximately 12 pipettes fixed and adjustable). Documentation: The Contractor shall prepare and submit a written report containing findings, certifications, maintenance, and repairs. In addition to one (1) hard copy of the report, the Contractor shall also provide one (1) electronic copy. A report is required for each pipette. Schedule of inspection/certification shall be coordinated within 15 days of contract award. All work shall be performed by competent, experienced personnel qualified to work on the specified equipment in accordance with manufacturer recommendations. The Contractor shall make sure all manufacturer specifications are met. Upon request, the Contractor shall provide factory training certificates/competencies for all technicians assigned to service the specified equipment, in accordance with The Joint Commission (TJC) and the College of American Pathologists (CAP). If requested, such certificates/competencies are to be submitted to the Laboratory Service. Calibrations/preventative maintenance/repairs will be performed at the Lebanon VA Medical Center located at 1700 South Lincoln Ave, Lebanon, PA 17042. The NAICS code for this procurement is 811219. The size standard is $22.0 million. Interested parties that can meet the capabilities and requirements, may identify their interest and submit quotations. This notice of intent is not a request for quotations. Interested parties who believe they can meet the requirements, must submit information about their capabilities no later than NOON EST, 03/21/2022. All information shall be provided at no cost, or obligation to the Government. No solicitation will be made available. Information must be sent to the Contract Specialist, yazmin.alvarez@va.gov. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely at the discretion of the Government. If no responses are received, the Contracting Department will proceed with the sole source negotiation with Transcat, Inc.
