- THIS IS NOT A REQUEST FOR PROPOSAL - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO NEGOTIATE pursuant to FAR 6.302-1, �Only one responsible source and no other supplies or services will satisfy agency requirements,� the U.S. Environmental Protection Agency, Office of Ground Water and Drinking Water intends to extend current Contract EP-C-15-022, �Implementation of the Public Water Systems Supervision (PWSS) and Underground Injection Control (UIC) Programs� for up to an additional six (6) months with the contractor The Cadmus Group, Inc. Pursuant to the above FAR citation, there is only one responsible source, The Cadmus Group, Inc, that can satisfy agency requirements to provide uninterrupted support for essential services under the existing Contract EP-C-15-022 which expires on 06/30/2022. The proposed up to six (6) month extension will extend Contract EP-C-15-022 through 12/31/2022 and will provide for the continuation of approximately 30 active work assignments with a maximum level of effort of 70,000 hours. While the work being completed under these current work assignments is anticipated to eventually continue under a separate, follow-on contract with the Office of Ground Water and Drinking Water, this follow-on contract (award would result from RFP # 68HERC22R0007) is not projected to be awarded in time to avoid a lapse in essential services. RFP # 68HERC22R0007 is estimated to be issued by April 1, 2022. During this up to six (6) month extension period, the contractor will continue providing essential services in the following technical areas: outreach and marketing; data management; America�s Water Infrastructure Act implementation, regulatory development, and training; water system vulnerability assessment management and final disposition; emergency response efforts for water utilities and state primacy agencies for natural disasters; cyber security vulnerability assessments, response and technical support activities for the water sector; support for implementation of Safe Drinking Water Act, Section 1441, as well as direct technical assistance and supply chain assistance, to deal with ongoing supply chain issues that are adversely impacting the water sector; support for source water contamination threat inventories, which have informed priority Agency actions, such as development of the Clean Water Act Hazardous Substances Worst Case Discharge Rule; and support for implementing the Drinking Water State Revolving Fund, Public Water System Supervision and Underground Injection Control programs, including assistance to states and tribes; additional technical areas include support for building and increasing the resilience of drinking water and wastewater utilities from impacts of climate change, which includes training, technical assistance, and the improvement and development of weather data sources for water sector utilities; and support for the implementation of the Water Laboratory Alliance (WLA), leading toward the sustainability of an alliance of laboratories to support drinking water response, which are critical aspects to supporting efforts for implementation of the PWSS and UIC Programs. Any entity that believes it is capable of meeting the EPA�s requirement for the up to six month extension MUST submit documentation in writing through the FedConnect Message Center (Reference Number: 68HERC22R0135) to the identified point of contact by no later than 4:00 P.M. (ET) on March 25, 2022. Timely received capabilities/qualifications statements will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Only timely responses received via through the FedConnect Message Center (Reference Number: 68HERC22R0135) will be evaluated. Telephone, email or other verbal communications are not acceptable in response to this notice.
