- This Special Notice is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. The Department of Justice (DOJ), Executive Office for the United States Attorneys (EOUSA) intends to issue a task order under the authority of Federal Acquisition Regulation (FAR) 16.505(b)(2)(i)(C) to Perspecta Engineering, Inc for continued services to operate and maintain legacy USAVoice Systems, providing voice and UC services to the United States Attorneys� Offices (USAOs) and DOJ Components as a logical follow-on to competitively awarded task. The new task order will be placed against General Services Administration (GSA) Alliant Government-Wide Acquisition Contract Vehicle (GWAC) Contract Number 47QTCK18D0030. The Government anticipates the award of a time-and-materials task order. A brief summary of the requirement is provided below in this Special Notice. The period of performance for the logical follow-on is a one-year base period with four one-year option periods for a total duration of five years at an estimated value of $10-15M. It is the Department�s determination that this opportunity is not suitable nor available for small business (SB) participation at the prime contract level as this purchase will be made utilizing GWAC Alliant ordering procedures (ref: FAR 16.505 � Ordering). A determination by the Government to open the requirement to SB consideration outside of the Alliant GWAC program based on responses to this notice is solely within the discretion of the Government. In accordance with FAR 16.505(b)(2)(i)(C), the Limited Sources Justification will be issued in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract where all awardees were give a fair opportunity to be considered for the original order. As required by FAR 16.505(b)(2)(ii)(D), the Justification will be posted 14 days after task order award. All SB capability statement submissions must be submitted electronically to terri.long-miller@usdoj.gov. The North American Industry Classification System Code (NAICS) for this requirement is 541519- Other Computer Related Services with the size standard of $30M. The Federal Supply Code (FSC) / Product Service Code (PSC) procurement is R799. As part of the Department�s market research for this requirement, interested a SB entity may identify its interest and capability to respond to this requirement within (4) business days of the publication of this notice. Responses from Other Than Small Business (OTSB) entries are not requested and will not be considered. Any response to this Special Notice must show clear and convincing evidence that competition amongst SB entities would be advantageous to the government. At a minimum, A capability statement must include the following: Special Notice Number 15JA0522-EOUSA-USAVOICE Vendor name, Vendor DUNS/UEI, Vendor SB classification(s), and At least 3 past performance examples demonstrating successful experience completing projects relevant in size, scope and complexity to that of this requirement within the past 3 years. Capability statement information received will be considered solely for market research purposes. Any determination by the Government regarding procurement strategy, to include contract vehicle, is solely within the discretion of the Government.� No reimbursement for any cost connected with providing capability information will be provided. Scope of Services Summary Statement EOUSA requires continued operations, maintenance, and support services for the legacy USAVoice system, a complex enterprise-class Voice over IP (VoIP) solution providing business voice capabilities and Unified Communication (UC) services to approximately 41,000 US Attorneys and other DOJ Office, Board, and Division (OBD) trading partners worldwide, and processing over 5,000,000 calls per month.� USAVoice provides primary and secondary voice and UC services; and cloud-based virtual teleconferencing services. Primary Voice Services enables subscribers to successfully use a USAVoice provided IP telephone or softphone client to establish, receive, and complete voice and fax calls between other USAVoice subscribers and external, non USAVoice locations. Secondary Voice Services include features such as toll-free conference bridging, music on hold, and UC client chat and presence. Cloud-based virtual teleconferencing services provides components with teleconference capabilities that include voice, video, and collaboration features. The scope of the existing task order encompasses the ongoing delivery of expert management, engineering, technical, system administration, and customer support services. USAVoice is a complex system, consisting of multiple interconnected components that provide mission critical business voice and UC services to USAO and DOJ Component users. Each system component requires specialized skill sets to maintain, operate, and troubleshoot. On premise carrier-class BroadSoft VoIP soft switches require expertise in the areas of end-to-end call flow, call center solutions, VoIP CODEC troubleshooting and transcoding G711/G729, and BroadSoft specific platform troubleshooting techniques. Auxiliary system components including Zervina Customer Premise Equipment (CPE) management tools, CTI call recording systems, Call Detail Record (CDR) capture and management tools also require unique engineering skill sets, including developing and supporting custom scripts, VoIP feature delivery, and VoIP protocols (SIP, RTP, SDP, H264). The USAVoice core production systems (primary and secondary), are located in two separate datacenters, consists of georedundant Broadsoft BroadWorks soft switches and Unified Communications (UC) components, Oracle/Acme high availability (HA) and standalone session border controllers (SBCs), Zervina customer premise equipment (CPE) management systems, Ethernet LAN switches, Audiocodes PSTN gateways, and session initiation protocol (SIP) call recording systems for call centers.� Edge component systems consist of Edgemarc SIP gateways, Audiocodes PSTN and analog gateways, SONUS secure PSTN gateways, QoS measurement appliances, Viking RAD1 overhead paging gateways, Cisco IP phones, Broadsoft UC soft phone clients, and vIPer secure phones. Development, user acceptance (UAT), and production lab systems, which replicate core and edge configurations, are currently maintained in EOUSA�s Washington, DC offices. As part of the logical follow-on tasks, existing systems will be required to test equipment firmware updates and maintain security patches on current USAVoice systems, prior to production deployment to USAOs and DOJ Components. The virtual teleconferencing FedRAMP cloud-based service supports approximately 15,600 USAO users via an �Active User� license model. Connectivity to the cloud service is provided by redundant routing paths in multiple datacenters. Contractor support services would include maintenance of the legacy USAVoice system, allowing government resources to focus on unifying the USAVoice services to cloud-based support.��
