- Question 1: Once each inspection is done the Contractor must fill out the electronic checklist, print a hard copy and file it in the corresponding binder located at the PMPC s office. Each electronic copy must be signed and sealed by a Licensed Professional Mechanical Engineer. Does the term each inspection mean each vessel or each visit? Mr. Paul Hammond, Arizona Boiler Inspectors. Respond Q1: Means each vessel. Question 2: If it is an Engineer, does he have to be licensed in Puerto Rico, or will they accept a different state of registry? Mr. Paul Hammond, Arizona Boiler Inspectors. Respond Q2: No. The requirements for inspection and certification are listed in Part IV of the Puerto Rico Occupational Safety and Health Administration (PROSHA) Reglamento para Calderas y Recipientes a Presión Reglamento Numero 17 de la Secretaria Auxiliar de Seguridad y Salud en el Trabajo (Regulation for Boilers and Pressure Vessels Regulation Number 17 of the Auxiliary Secretary of Safety and Health at Work). Question 3: Inspections are usually completed under National Board Certifications and ASME. Are inspectors being all National Board Certified. We have contracts with several other VA Hospitals. Respond Q3: The procurement require meeting the Puerto Rico Occupational Safety and Health Administration (PROSHA) Regulation for Boilers and Pressure Vessels Regulation Number 17 of the Auxiliary Secretary of Safety and Health at Work.
