Description
THIS IS A PRE-SOLICIATION NOTICE The Department of Veterans Affairs, Network Contracting Office 9 Central Region, 1639 Medical Center Parkway, Suite 400, Murfreesboro, Tennessee 37129 will be soliciting an Invitation for Bids (IFB) on or about 03/28/2022 for construction services for the following project: Project# 621-22-118 - Replace Building 160 Switchgear at the Department of Veterans Affairs, James H. Quillen VAMC, Lamont Street and Veterans Way, Mtn. Home, TN 37684. SET-ASIDE: 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) PROJECT MAGNITUDE: Between $500,000.00 and $1,000,000.00 NAICS: 238210 - Electrical Contractors and Other Wiring Installation Contractors SMALL BUSINESS SIZE STANDARD: $16.5 Million PROJECT OVERVIEW: The project will require the selected contractor to provide all resources necessary to accomplish and furnish all labor, material, equipment, transportation, and supervision necessary to completely prepare site for building operations as required per drawings and specifications at the James H. Quillen VA Medical Center, Mountain Home, TN 37684 for the above-mentioned project 621-22-118 - Replace Building 160 Switchgear. Work includes, but not limited to demolition, purchase, removal, disposal and installation of Switchgear for BLDG 160, modifications to the area to accommodate the required safety and service clearances for the new Switchgear equipment to be installed. New Switchgear shall be installed in the same location as the existing equipment and the contractor will need to develop a plan to minimize the amount of down time during the demolition, installation, and commissioning of the new equipment. The contractor shall be required to dispose of the equipment being removed along with any conduit or wiring removed during the demolition. The existing medium voltage HVL switch is to be replaced with a new dual fed virtual main switch, existing 2500 kVA oil-filled transformer is to be replaced with a 2500 kVA dry-type transformer, new breakers shall have adjustable LSIG electronic trip modules with test ports, new main switchgear breaker shall have Adjustable LSIG electronic trip module, with test port and power measurement integral to the electronic trip module and modbus communications, either integral or as an add-on module, Arc flash reduction functionality that allows the breaker trip settings to be adjusted during maintenance activities to reduce the incident energy potential. Anticipated completion time from Notice-to-Proceed is 240 calendar days for the base bid. IMPORTANT NOTICE: Apparent successful offerors must have a current VETS 4212 report on file with the Department of Labor, registered in SAM, and must apply for and receive verification from the Department of Veterans Affairs Center for Veterans Enterprise (CVE) of their SDVOSB status in accordance with 38 CFR Part 74 and VAAR 819.709 by submission of documentation of veteran status, ownership and control sufficient to establish appropriate status, offerors must be both visible and verified by the Department of Veteran Affairs CVE at the time of submission of bid. Failure to be both verified by CVE and visible on https://www.vip.vetbiz.gov at the time of bid submission will result in the bid being deemed non-responsive. All offerors are urged to contact the CVE and submit the aforementioned requirement documents to obtain CVE verification of their SDVOSB status if they have not already done so. Questions related to this requirement will only be addressed in writing by way of email to the Contracting Specialist at Michael.brown1305@va.gov. The Project Number, Project Name, and Solicitation Number must be included in the subject line of all questions related to this requirement. No questions will be considered until the actual solicitation is released on or about 03/28/2022.
