- AMENDMENT: The posting of the solicitation has been delayed. The solicitation will be posted as soon as possible. The U.S. Environmental Protection Agency (EPA) has a requirement to establish multiple Nationwide Coverage Blanket Purchase Agreements (BPAs) which any EPA Office / Laboratory / Regional Office located throughout the United States (50 States), Federal District (Washington DC), Territories, or Outlying Areas may utilize to issue call orders for COVID 19 On-Site Testing Services to meet their individual / local needs. Award of multiple BPAs are anticipated with a three (3) year ordering period. A DRAFT Statement of Objectives (SOO) is included with this posting. Specific requirements will be identified in written call orders issued by a Contracting Officer. In addition to pricing offered, the Government�s evaluation of proposals will include an assessment of each offeror�s technical capability and past performance. All non-price evaluation factors, when combined, are significantly more important than price. This acquisition is being conducted under Full and Open Competition under FAR Part 13.303. The North American Industry Classification System (NAICS) code is 621511, Medical and Diagnostic Laboratories, the size standard for which is $35M. All responsible offerors may submit a response, which will be considered by the Agency. It is anticipated the solicitation will be posted on the SAM and www.FedConnect.net websites on or about March 10, 2022. No hard copies will be available. Notices of any modifications to this pre-solicitation announcement, Request for Proposals, including amendments, will be posted on SAM and also be posted using the FedConnect web portal. FedConnect can be accessed at https://www.fedconnect.net/Fedconnect/. FedConnect is a web portal that connects agencies and vendors to streamline the process of doing business with the federal government. Through FedConnect contractors will be able to receive, review and respond to contract post-award actions and documents such as correspondence, tasking instruments and BPA modifications. The use of FedConnect also furthers the EPA�s commitment to moving towards a paperless acquisition environment by reducing its carbon footprint and conducting its business in an ecologically friendly manner. There is no charge to use FedConnect. Vendors can register with FedConnect at www.fedconnect.net/FedConnect/. In addition, all vendors must be registered in the System for Award Management (SAM), as this facilitates registration for FedConnect. Registration may be completed and information regarding the registration process may be obtained at http://www.sam.gov. There is no charge for registration in SAM.
