Description
DESCRIPTION: The purpose of this announcement is to notify industry of the Government�s intent to contract for non-personal Advisory and Assistance Services (A&AS) and Non-A&AS. The requirements will fluctuate across all work locations based on changes in mission and available resources. The authorized primary using activities include, but are not limited to, Headquarters Air Force Special Operations Command (HQ AFSOC), AFSOC bases, AFSOC geographically separated units, and tenant activities located on any AFSOC base. SCOPE OF CONTRACT: The Systems Engineering & Technical Assistance (SETA VI) contract shall serve as a vehicle to provide broad technical and analytical services to support and improve policy development, decision making, and management and administration, as well as improve the operation of systems within the primary using activities� areas of responsibility. Requirements take the form of information, advice, alternatives, analyses, evaluations, recommendations, training, and the day-to-day aid of support personnel needed to complement the Government�s technical expertise. The objective of this contract action is to augment AFSOC�s organic (military and civil service) capabilities and acquire intellectual capital support in the areas of: Management and Professional Support Services; Education and Training; Engineering and Technical Services; and Professional Services. Although this synopsis describes the general and representative efforts required under the SETA contract, the specific task requirements will be defined by individual Task Orders (TOs) awarded under the basic contract. GENERAL CONTRACT WORK: The contractor shall provide the necessary services to support all mission areas of HQ AFSOC and its subordinate units as specified and ordered under individual TOs. The types of technical, engineering and acquisition management efforts the SETA contractor shall be required to assist with or to perform are exemplified by, but not limited to, the support to Air Force (AF) organizations in three functional areas: (1) Management and Professional Support Services; (2) Education and Training and (3) Engineering and Technical Services. There may be occasional requirements for Additional Professional Services and Non-A&AS support as well. � SERVICES SHALL INCLUDE, BUT ARE NOT LIMITED TO: The contractor shall perform management, operational and professional activities to support functional areas described in the PWS. As identified in individual TOs, the contractor shall assist in the development, execution and implementation of plans, programs, procedures, policy and doctrine. These services are normally closely related to the basic responsibilities and mission of the agency contracting for the services. Included, but not limited, are efforts that support or contribute to improved organization or program management, testing, logistics management, project monitoring and reporting, data collection, budgeting, accounting, auditing, and administrative/technical support for conferences and training programs. Also included are services to review and assess existing managerial policies and organizations, develop alternative procedures, organizations and policies; and to examine alternate applications and adaptations of existing or developing technologies. Additionally, the contractor may be required to: solicit opinions of program sponsors, management and technical personnel support organizations, and outside agencies on HQ AFSOC; develop and document requirements to include functional and performance requirements, incorporating architecture and operational requirements into design, requirements flow-down, and trade studies; participate in meetings, in-progress reviews, and integrated concept and product teams, working groups; and support planning, programming, and budget development, tracking, and financial execution and to perform information management services to include office automation, records management, scheduling, and meeting and conference support. The contractor shall perform education and training activities to support functional areas described in this PWS. These services require organizational support in both garrison and field environments.� This includes providing vocational and technical training at the individual, collective, or staff level on a variety of subjects, flying and simulations training and validation, conducting lectures, performing testing, curriculum development, emerging technology recommendation and application, and other related training and military exercises. Also included in the scope of Education and Training services are translation services to support various Command activities. As identified in individual TOs, the contractor shall support a variety of education and training including, but not limited to: providing recommendations on emerging technologies and their applications to enhance mission training and performance and provide recommendations to command staff agencies and subordinate units to strengthen combat capabilities. The contractor shall perform Engineering and Technical Services. These services take the form of technical advice and assistance, essential to research, development, production, operation, or maintenance necessary to ensure the effective operation and maintenance of weapon systems, equipment and components for AFSOC organizations or activities (including software when applicable) at design or required levels of effectiveness required to support functional areas as described in the PWS. As identified in individual TOs, the contractor shall apply scientific methods and engineering disciplines to support a variety of engineering and technical services, including, but not limited to: integration of new technologies and upgrades into current and future systems; reviewing and making recommendations on proposed engineering changes; conducting specialized training; providing information technology consulting services such as information technology architecture design and capital programming; performing system engineering services to determine specifications, identify and resolve interface problems, develop test requirements, evaluate test data, and manage design; and providing technical direction to develop work statements, determine parameters, direct other contractors� operations and resolve technical controversies. The contractor shall perform Additional Professional Services. These services include intelligence support activities; multimedia support, operational planning support, preparedness support, and physical security. As command roles and responsibilities have expanded in the past, the range of A&AS support expanded as well to provide more varied and intensive analyses of technical, cost, and programmatic issues. This contract will serve as a vehicle to provide further broadened technical and analytical tools, support or improve policy development, management, and administration, or improve the operation of systems supporting the AFSOC mission. The command also requires various forms of support during several phases of planning, programming, acquisition, and implementation cycles of various Government systems, and will need to complement the Government's technical expertise in accomplishing its mission. All services requested under the Performance Work Statement (PWS) are non-personal in nature and will be requested by a Task Order generated by the applicable functional area and the Contracting Officer (CO). CLEARANCE REQUIREMENTS: The CO intends to issue task orders whose scope of effort will be in support of classified programs. The contractor shall be responsible for recruiting and retaining personnel with the appropriate clearances, as outlined in the individual TOs, to perform under this contract. Generally, all contractor personnel assigned to work requiring access to any Government automated information technology system shall require a National Agency Check with Inquiries (NAC-I). Certain TOs will require the contractor to work with documents with security classifications up to and including SECRET/TOP SECRET/ SENSITIVE COMPARTMENTED INFORMATION/Special Access Program (S/TS/SCI/SAP). The contractor shall identify contractor employees on each TO to the appropriate COR and CO for verification in DISS prior to TO start date. Specific access information shall be detailed in the DD Form 254 attached to the TO. GENERAL INFORMATION: This acquisition will be set-aside for Service Disabled Veteran Owned Small Businesses under NAICS 541990 utilizing Standard Size Code of $16.5M. The Government anticipates multiple awards of non-commercial Indefinite-Delivery / Indefinite-Quantity (IDIQ) Contracts. Total estimated value not to exceed $90M inclusive of all TO awards. Minimum guarantee of $2K per contractor to be awarded at time of contract award. Anticipate up to five (5) contract awards; however, the Source Selection Authority (SSA) may elect to award fewer, to include only one contract if it is determined that only one offeror is capable of providing the services required at the level of quality required.� Contracting method will be in accordance with FAR Part 15, DFARS 215; and AFFARS 5315. The Government reserves the right to award without discussions. Source Selection Procedures will be in accordance with AFFARS 5315.3 � Source Selection Procedures for acquisitions > $10M to < $100M. This is not an RFP and is not to be construed as any commitment by the Government. It is not the Government�s intention to enter into a contract based on this notice or to otherwise pay for information solicited.
