- This is a presolicitation notice for the acquisition of commercial services publicized in accordance with Federal Acquisition Regulation (FAR) 5.203.�The U.S. Department of Housing and Urban Development (HUD), Office of the Chief Procurement Officer (OCPO), Federal Housing Administration (FHA intends to issue a Request for Proposal (RFP) to develop estimates of economic capital of the Single-Family Forward Mortgage and Home Equity Conversion Mortgage (HECM) portfolios, which requires that the Contractor develop as its core deliverables four primary modules for each of the two portfolios that together estimate the economic value of the FHA Mutual Mortgage Insurance Fund (MMIF).� This requirement is being competed 8(a) business set aside basis utilizing the policies and procedures of Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items in conjunction with FAR Part 15 - Contracting by Negotiation, as supplemented by HUD Acquisition Regulation (HUDAR) Part 2415. The Government anticipates award of a single Firm Fixed Price (FFP) contract type. The assigned NAICS Code is 524298 �All Other Insurance Related Activities� with a small business size standard of $16.5 million. The period of performance for this requirement will consist of a base period and four one-year option periods. The Secretary of HUD has a statutory obligation to obtain an independent annual actuarial study (studies) of the MMIF and to report to Congress annually on the financial status of the MMIF. This is described in 12 USC 1708 (a)(4): The Secretary shall provide for an independent actuarial study of the Fund to be conducted annually, which shall analyze the financial position of the Fund. The Secretary shall submit a report annually to the Congress describing the results of such study and assessing the financial status of the Fund. The report shall recommend adjustments to underwriting standards, program participation, or premiums, if necessary, to ensure that the Fund remains financially sound. The report shall also include an evaluation of the quality control procedures and accuracy of information utilized in the process of underwriting loans guaranteed by the Fund. Such evaluation shall include a review of the risk characteristics of loans based not only on borrower information and performance, but on risks associated with loans originated or funded by various entities or financial institutions. HUD anticipates issuing solicitation 86615722R00002 on or about April 4th, 2022. The closing date for submission of proposals will be contained in the solicitation. Offerors must be registered in the System for Awards Management (sam.gov) prior to award of a government contract. Failure to register in sam.gov will make an offeror ineligible for award.
