- SPECIAL INSTRUCTIONS This request for quotes is for a Contractor to provide resident Contract Gate Attendants (camping couple or a group of interested individuals) to serve at Carr Creek Lake�s Littcarr Campground beginning with the upcoming recreation season. The Contractor shall provide all personnel, materials, supplies, parts, tools, equipment, and vehicles except as otherwise specified herein to perform these services. One (1) firm-fixed-price contract will be awarded as a result of this solicitation. The contract will be for a base year plus two (2) option years to provide Gate Attendant Services at Littcarr Campground. Basis of award is low price. This project is 100% set-aside for Small Businesses under NAICS Code 561210. QUOTE INFORMATION General: The Contractor/Gate Attendants shall be camping couples (two adults with no minor children residing with them) to serve as live-in Contract Gate Attendants. The attendants shall reside in a privately owned, selfcontained camper or camping motor home and live in the park during their work assignment. Camping trailers or motor homes shall be approved in advance by the Park Manager. Pick-up campers, tents, home-built campers, such as restored buses or mobile homes shall not be used. The government will provide a trailer site, water, electric and sewer hookups and telephone in the Tollhouse and trailer site. Assignments include use of computer, collection of user fees, making a status board of occupied sites and a register of visitors, furnishing visitor information and brochures, distributing customer comment cards, assuring proper use of park facilities, and maintaining quiet-hour periods. Attendants for Littcarr Campground will also be provided with weather radios for the gatehouse to monitor the potential for localized flood events at the area. All attendants will receive a thorough orientation of Corps regulations, operating procedures and fee collecting instructions and shall be responsible for performing the work in accordance with applicable regulations, procedures, and instructions. Basic computer skills shall be required. Quotes are being accepted for the campground with opening and closing dates estimated as follows: 1) Littcarr Campground - Base Year: Date of Award to 30 September 2022 - Option #1: 01 April 2023 to 30 September 2023 - Option #2: 01 April 2024 to 30 September 2024 Camping season at Littcarr Campground opens to the general public on 01 April and concludes on the second Sunday in October each year. However, Contract Gate Attendants are utilized from the first day of April to the thirtieth (13th) day of September each year at this location. This quote will be on a per day basis. The numbers of days are estimated and are not guaranteed. Quantity variation authorized not to exceed or be less than 30 days of the listed quantity. At the Park Manager�s discretion and depending on funding and other influences the campground opening could be delayed until 01 May or closed by 15 September or extended until 30 October. If such a decision is warranted the contractor will receive written notice 10 days in advance of the change of scheduled opening or closing of the campground. AREA Carr Creek Lake is located in Knott County in south-eastern Kentucky, approximately 140-miles southeast of Lexington, Kentucky. It is midway between the towns of Hazard and Whitesburg, Kentucky; approximately 30- miles from the Kentucky-Virginia border; and approximately 50-miles southeast of Buckhorn Lake. The Dam site is on the Carr Creek of the North Fork Kentucky River, a tributary of the Kentucky River. The project is accessible via Kentucky State and Federal highway systems. Interstate-75 passes within 60-miles of the project and the Daniel Boone (Hal Rogers) Parkway passes within 18-miles of the project. LITTCAR CAMPGROUND LOCATION Littcarr Campground is located just east of the city of Hazard, Kentucky. This area is a Class-A Campground facility which typically receives moderate to heavy visitation from families seeking a complete outdoors experience.� Camping opportunities consists of 45 developed campsites which include electrical and water hook-ups. An entrance control station is also located at the entrance of the Littcarr Campground. The campground area includes two modern shower-house/flush toilet facilities, vending area, wood shed, laundry building, and horseshoe pits. Points of interest to the visitor include two playgrounds complete with modern equipment, a small nature trail, and excellent shoreline fishing opportunities at the headwaters of Carr Creek Lake. The Day-Use Recreation Areas located nearby include horseshoe pits, flush toilet facilities, several individual picnic sites, a boat launching ramp and three picnic shelters, which are reservable and are universally accessible. Offerors are encouraged to visit the area that they wish to quote on. All proposed contractors are highly encouraged to review FAR Clause 52.232-33 Payments by Electronic Funds Transfer � System for Award Management, which indicates �All payments by the Government under this contract shall be made by electronic funds transfer (EFT).� Those not currently registered can obtain registration by going to the website http://www.SAM.gov. Effective June 29, 2018 vendors creating or updating their registration can have their registration activated prior to the approval of the required notarized letter. However, the signed copy of the notarized letter must be sent to the GSA Federal Service Desk (FSD) within 30 days of activation or the vendor risks no longer being active in SAM. Vendors can check whether an account is active by performing a query by their CAGE or Unique Entity Identifier (known as DUNS). The new registration process may now take several weeks, so vendors are highly encouraged to begin registering assoon as possible to avoid any possible delays in future contract awards. Remember, there is no cost to use SAM.
