- Description
- This is a PRESOLICITATION NOTICE, Solicitation 75H70122Q00011 for a construction project for the Indian Health Service (IHS).� The purpose of this project is to provide for the installation of a replacement individual septic system with an advanced (ATU) with an OSCAR-II drainfield on fee land in Pierce County, WA.� This project will be procured as a 100% Small Business set-aside solicitation under North American Industry Classification System (NAICS) code 237110 Water and Sewer Line and Related Structures Construction.� The associated size standard for this procurement is $39.5 million. The Government anticipates releasing the solicitation on or about end of March 2022 with quotes due at least 15 calendar days after solicitation issuance.� This date is subject to change.� A full scope of work, plans and specifications and Davis Bacon Wage Determination will be included in the solicitation documents.� Hard copy documents will NOT be available � all documents for proposal purposes will be posted at www.sam.gov for download by interested parties. SCOPE OF WORK:� This project is for the replacement of an on-site septic system on fee land in Pierce County, WA.� The proposed septic system is to consist of, 20 LF of solid sewer pipe, a doublesweep underground cleanout, a 1,000-gallon double compartment trash tank and advanced treatment unit, a 1,000-gallon clarifier & pump tank, risers and lids for tanks, 50 LF of transport pipe, and 600 square feet of Oscar II drainfield. To install an OSCAR II drainfield, the installer must be certified by Lowridge Onsite Technologies. Optional items of work include pumping out and abandonment of existing septic tank and the removal/disposal of removed materials. The drain and sewer pipe to be removed are the pipes that are existing along the path of the new sewer pipe and drain field laterals.� Optional items shall not be performed unless determined necessary by the COR and authorized in writing by the Contracting Officer. The scope of work includes: Mobilize and demobilize Install Solid Sewer Pipe (4"" SDR 35) Install Underground Cleanout (Doublesweep) Install 1000-Gal Double Compartment Trash Tank and Advance Treatment Unit (NUWATER Model or Equivalent) and Controls Install 1000-Gal Clarifier & Pump Tank with Effluent Pump, Controls and Floats Install Tank Risers and Lids Install Transport Pipe (2"" PVC Sch 80) Install 600 SF of Oscar II Drainfield Pump Out Existing Septic Tank (Option Item) Abandon Existing Septic Tank (Option Item) Removal/Disposal of Existing Drain and Sewer Pipes (Option Item) All electrical work, inspections, permits (including County health and labor & industries (L&I)), and backfill are the responsibility of the contractor. An L&I inspection and approval is required as part of this contract and is the responsibility of the contractor. LOCATION OF PROJECT:� Work is to be completed on a private home, under the jurisdiction of Pierce County. TERO: TERO fees do not apply. CONSTRUCTION DURATION:� Period of Performance is 60 calendar days after issuance of a Notice to Proceed. CONSTRUCTION MAGNITUDE: In accordance with FAR 36.204, the magnitude of this construction project is anticipated to be between $25,000 and $100,000. SITE VISIT:� A formal site visit is not planned.� Information on how to visit the site will be provided within the official solicitation under FAR 52.236-27. CONTRACT TYPE:� The IHS intends to award a Firm Fixed Price (FFP) construction contract in support of this requirement. NOTE: ALL DATES ARE SUBJECT TO CHANGE.� SEE SOLICITATION FOR OFFICIAL DATES, TIMES, AND LOCATIONS OF SITE VISITS AND DEADLINES. For the purposes of this procurement, a concern is considered a small business if its average annual revenue for the last three (3) years is less than $39.5 million. This solicitation will be procured as a Request for Quotes (RFQ) in accordance with FAR Part 13 and 36 procedures with price only evaluation criteria. NOTE: Registration in the System for Award Management (SAM) database is mandatory to be considered for award.� Offerors may obtain information on registration and annual confirmation requirements via the internet at www.sam.gov.� Contractors are encouraged to complete SAM registration as soon as possible; the government may not delay award for the purpose of allowing a contractor additional time to register in SAM.
