Description
Naval Air Systems Command, V-22 Joint Program Office, PMA-275 intends to negotiate and issue a Delivery Order under N00019-20-G-0007 to the Raytheon Company on a sole-source basis to upgrade approximately (300) MV-22 Forward Looking Infrared (FLIR) Enhanced Local Area Processor (ELAP) units in accordance with the V-22 FLIR SEU Engineering Change Proposal (ECP) 1400004R2. The procurement of this upgrade to the Forward Looking Infrared (FLIR) Enhanced Local Area Processor (ELAP) units is required to provide improved and increased operational capability to existing MV-22 fleet system Equipment Units, replacing obsolete capabilities currently on the aircraft. Enhanced Local Area Processing (ELAP) provides improved video quality to the existing AN/AAQ-27A Forward Looking Infrared (FLIR) system currently employed on the MV-22 and Tilt rotor Aircraft. This action is being awarded on a sole source basis to the Raytheon Company in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304(c)(1), as implemented by FAR Part 6.302-1, ""Only one responsible source and no other supplies or services will satisfy agency requirements.""� Raytheon is the sole designer, developer and producer of the FLIR ELAP and the only known source that possesses the totality of engineering and technical data required to perform these efforts. The proposed Delivery Order is for supplies and/or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement.� This notice of intent is not a request for competitive proposals.� However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government.� A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
