SPRRA2-22-R-0010 Amendment 00002 It has been determined to be in the best interest of the Government to amend Request for Proposal (RFP) number SPRRA2-22-R-0010. Amendment 0002 for RFP SPRRA2-22-R-0010 is to make the following changes: 1. The closing date and time has been extended. The RFP shall close at 4:00 PM Central Daylight Time (CDT), March 30, 2022. 2. All other terms and conditions remain unchanged. End Amendment 0002 Narrative. SPRRA2-22-R-0010 Amendment 00001 It has been determined to be in the best interest of the Government to amend Request for Proposal (RFP) number SPRRA2-22-R-0010.� Amendment 0001 for RFP SPRRA2-22-R-0010 is to make the following changes: 1.� Remove the DLA Richmond NSNs detailed in Enclosure 1B from the procurement.� The TDPLs and Drawings are not available for the DLA Richmond NSNs at this time.� These NSNs will be procured under a separate/new RFP at a later date. 2.� Change the DLA Huntsville NSN list on Enclosure 1A.� The number of NSNs on the DLA Huntsville NSN list, Enclosure 1A, has been reduced FROM 40 TO 14. The TDPLs and Drawings for the 26 DLA Huntsville NSNs being removed from this procurement are not available for these at this time. These NSNs will be procured under a separate/new RFP at a later date. 3.� A new revised Bid Sheet has been attached to this RFP Amendment. 4.� The closing date and time remains unchanged at 4:00 PM Central Daylight Time (CDT), March 10, 2022. 5.� All other terms and conditions remain unchanged. End Amendment 0001 Narative GENERAL INFORMATION: The Defense Logistics Agency (DLA), Aviation Division in Huntsville, AL is looking to add National Stock Numbers (NSNs) onto the existing DLA Huntsville, AL Third Party Logistics Multiple Award Indefinite/Delivery Indefinite Quantity (IDIQ) contracts. There are 2 lists of NSNs being added to the existing 3PL IDIQ pool, 1 list is for DLA Huntsville and 1 list is for DLA Richmond. These new NSNs are for low demand low dollar supplies to support various military commands. These components are necessary to ensure the combat readiness of US Military forces. A total of 165 NSNs are targeted to be added to the NSN catalog of the successful current 3PL Contractor(s).� 40 of these NSNs, as denoted on Enclosure 1A, shall be managed by the DLA Huntsville Office.� 125 of these NSNs, as denoted on Enclosure 1B, shall be managed by the DLA Richmond Office. THIS REQUIREMENT IS OPEN TO EXISTING DLA HUNTSVILLE, AL THIRD PARTY LOGISTICS SUPPORT CONTRACTORS ONLY. PROPOSALS FROM SOURCES NOT CURRENTLY A 3PL IDIQ CONTRACTOR SHALL NOT BE ACCEPTED. The Technical Data Packages (TDPs) and drawings, if available, will be provided via a secure website when requested. � � LOCATION: Work under this requirement shall be at the Contractor(s) office. Delivery of any ordered NSNs shall be to DLA warehouses located in the Contiguous United States. DLA does not anticipate any NSNs to be delivered outside the Contiguous United States. The existing DLA Huntsville 3PL IDIQ Contractors must be able to provide all labor, materials, facilities, and equipment for performance of the 3PL requirements specified in the issued 3PL contracts and any issued delivery orders. The DLA Huntsville 3PL Contractors shall be cognizant of all applicable laws, regulations and guidance associated with the work being accomplished, and ensuring that all work activities performed by contractor personnel, sub-contractors and suppliers is executed as required by the applicable laws and regulations. � BASIS FOR AWARD: This requirement shall be competed on a restricted basis to existing DLA Huntsville 3PL IDIQ Contractors only. Award of these new NSNs shall be made using FAR Part 15 best value tradeoff method. Award(s) shall be made on the basis of past performance/demonstration of the Electronic Data Exchange (EDE) capabilities and price.� Price is significantly more important than past performance. These add-ons are authorized pursuant to Section H-2.A.2 � Subsequent Pricing Actions and Section 4.12.3 of the Performance Work Statement. This is the fair opportunity for the current 3PL Contractors to compete for this NSN add in accordance with FAR 16.505(b). DLA would like the existing 3PL Contractors to submit pricing for all of the NSNs denoted on Enclosures 1A and 1B. The existing DLA Huntsville 3PL IDIQ Contractors may decline to submit a proposal for these new NSNs. � SUBMISSION REQUIREMENTS: The DLA Huntsville 3PL IDIQ Contractors must have a current System for Award Management (SAM) registration prior to submission of proposals. The solicitation shall be issued in electronic format only. Paper copies of this solicitation will not be available. Other methods of requesting this solicitation shall not be honored. The solicitation shall be posted to the System for Award Management (SAM) website at SAM.Gov and is available to the DLA Huntsville 3PL IDIQ Contractors without charge. Contractors can search for the solicitation by the solicitation number. It is the Contractor�s responsibility to check the internet address provided as necessary for any posted changes to the solicitation posting and any issued solicitation amendments. All questions shall be forwarded to the Points of contact denoted below in writing. No questions shall be answered telephonically.
