Description
NOTICE OF INTENT TO SOLE SOURCE TO GE RENEWABLES GRID LLC. The Department of Energy/Western Area Power Administration (WAPA) intends to negotiate on a single source basis with GE Renewables Grid LLC. of Bothwell, WA under the authority of FAR 13.106-1(b)(2), Soliciting From a Single Source, for software maintenance and support of the GE-Grid Platform Supervisory Control and Data Acquisition (SCADA) Energy Management System (EMS) software suite. The Government intends to acquire these services using the provisions, clauses, and procedures prescribed in FAR Part 12 and FAR Part 13, specifically FAR Part 13.5 Simplified Procedures for Certain Commercial Items. This is a sole-source requirement to GE Renewables Grid LLC for annual support and maintenance of the General Electric (GE) Grid e-terraplatform Supervisory and Control (SCADA) and Energy Management System (EMS) suite of applications currently in use in WAPAs Sierra Nevada Region (SNR). The support of such software and updates for the software are critical to NERC CIP compliance and FISMA regulatory standards. Further, the software supports over 20% of WAPA footprint and the loss of this software would cause significant impact to WAPAs mission of supporting a reliable Bulk Electric System. Maintenance support for this GE Grid proprietary software can only be obtained through General Electric and no other vendor can provide customer service along with yearly software upgrades. The North American Industry Classification System (NAICS) code for this acquisition is 511210, and the size standard is $41.5M in annual receipts. It is anticipated this action will result in a firm-fixed-price contract with GE Renewables Grid or about April 25, 2022. The period of performance for these services is 6/1/2022 5/31/2023. A determination by the Government whether to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received from all responsible sources will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. This notice of intent is not a competitive Request for Quotation (RFQ). No solicitation package will be publicly issued. In accordance with FAR 5.207, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. However, a determination by the Government whether to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received from all responsible sources will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Inquiries will only be accepted via e-mail to Jessica Beck at jbeck@wapa.gov. No telephone requests will be honored.
