- 10 March 2022 Update:�Amendment 002 has been added which provides an update to Section L of the solicitation to clarify�First Article Testing (FAT) units are due within 45 days after contract award. 1 March 2022 Update: Amendment 001 incorporating solicitation questions and answers file has been added. This solicitation announcement (including attachments) is a Request for Proposal and constitutes the only solicitation for the M67854-22-R-1006 USMC Suspension Systems Components requirement. No other proposal requests or solicitations are forthcoming. The associated North American Industrial Classification System (NAICS) code is 315990 � Apparel Accessories and Other Apparel Manufacturing, and the applicable size standard is 500.� The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisitions Circular 2021-07.� All responsible sources may submit one proposal in response to this solicitation. As a result of this solicitation, the government reserves the right to award a contract to the responsible vendor whose best value offer conforms to the solicitation without discussions. Offerors are advised that the information, requirements and answers to questions being asked in the USMC Suspension System Components Solicitation M67854-22-R-1006 will be based on the updated information available during the Solicitation and will supersede any previous correspondence provided during the Request for Information (RFI) related to the USMC Suspension System Component requirement. The RFI is a separate and distinct effort from the USMC Suspension System Components Solicitation M67854-22-R-1006 and the responses provided to that effort will not be considered or treated as part of the Offeror�s proposal in response to Solicitation M67854-22-R-1006. Offerors are advised that questions pertaining to the Solicitation M67854-22-R-1006 notice shall be submitted to the Contract Specialist at Eric.G.Daniels@usmc.mil with a copy to Elizabeth.Colvin@usmc.mil prior to 1:00 p.m. Eastern Daylight Time on 17 February 2022. Answers will be provided on the https://sam.gov website under this solicitation announcement. The following attachments are included with this solicitation announcement. Attachment 001: 22-R-1006 Small Hip Belt CAD Attachment 002: 22-R-1006 Short Shoulder Harness CAD Attachment 003: 22-R-1006 Past Performance Submission Form Attachment 004: 22-R-1006 Price Submission Form Attachment 005: 22-R-1006 FILBE DTL SPEC Accumark Pattern files are available upon email request to the Contract Specialist It is the Offeror's responsibility to monitor the https://sam.gov website for amendments issued in reference to this solicitation.� All Contractors who provide goods/services to the Department of Defense (DOD) must register in the SYSTEM FOR AWARD MANAGEMENT (SAM) to receive an award (please see Solicitation provision FAR 52.204-7 for further details).� Online Certifications and Representations are also required. �Failure to comply with the SAM registration may result in an Offeror being ineligible for award. Please review Solicitation, Section L for Proposal Preparation Instructions. Offerors shall submit their response to Solicitation M67854-22-R-1006 via the DoD Secure Access File Exchange (DoD SAFE) site - https://safe.apps.mil/. �Offerors shall send an email to the Contract Specialist at Eric.G.Daniels@usmc.mil, with a courtesy copy to the Contracting Officer at Elizabeth.Colvin@usmc.mil for a drop-off request. �Once the Contract Specialist creates a drop-off, the Offeror will receive a notification to access the SAFE site and drop-off its written proposal. �Drop-off requests are valid for 14 days. �Offerors are reminded that the Contract Specialist must receive the written proposal by the due date and time. Note:� Problems accessing the DoD SAFE site by external (non-Common Access Card) users are typically due to Secure Sockets Layer (SSL) and/or client certificate issues. �If the user receives a warning about a problem with the website's security certificate, this is because their browser is not configured to trust the DoD certificate authorities. Either the user can import the DoD certificate authorities by following the instructions in the DoD Public Key Infrastructure (PKI) Program Management Office's guide for InstallRoot (please see https://public.cyber.mil/ for more information), or they can accept the risk and click on the option to continue to the website.
