Sources Sought Notice This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for Market Research. This is a Request for Information ONLY. This is NOT a solicitation for proposals, bids, proposal abstracts, or quotations. The Government is conducting a market survey to help determine the availability and technical capability of qualified service-disabled veteran-owned small businesses, veteran-owned small businesses, small businesses, HUBZone small businesses and/or other large businesses capable of serving the needs identified below. This notice of intent is for open market as well as Federal Supply Schedule items. The purpose of this notice is to gain knowledge of potential qualified sources and their size classification/socioeconomic status (service-disabled veteran owned small business, veteran owned small business, women-owned small business, HUB Zone, 8(a), small business or large business, relative to NAICS 325413. Responses to this notice will be used by the Government to make appropriate acquisition decisions. A solicitation is not currently available. If a solicitation is issued, it will be announced on Commercial Business Opportunities website http://www.beta.sam.gov or GSA E-Buy at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Scope The STVHCS has a continued need for reagents and supplies needed to perform SARS Cov-2 IgG testing on the current leased Abbott Architect analyzers (SN: ISR53519, ISR54379) located in the Core Laboratory of Pathology & Laboratory Medicine Service. The EUA (Emergency Use Authorization) qualitative test detects IgG antibodies in human serum, including plasma. It uses the SARS-CoV-2 IgG reagent kit with the SARS-CoV-2 IgG Calibrator kit and control kit. Abbott's two-step test uses chemiluminescent microparticle immunoassay technology, and it helps to identify people with an adaptive immune response to the virus, indicating prior infection. This testing will be used in conjunction with our SARS COV 2 RT-PCR and other clinical symptoms and testing as part of a National VHA validation plan for COVID 19 testing and treatment. The reagents, controls and calibrators must be brand name, no other third-party vendor has been approved under EUA approval for use on the Abbott Architect Instrumentation. If third party is able to provide the reagents, they must provide an Authorized Distributor letter form Abbott on Company Letterhead. Reagent controls and calibrators must be compatible with the Architect i2000SR instrumentation. Vendor must be able to provide Overnight Shipping. Vendor must be able to provide reagents on an as needed basis. The Contractor is required to provide a continuously stocked inventory of reagents, standards, controls, supplies, disposables, and any other materials required to properly perform tests on the equipment such that equipment operations are not interrupted. These items shall be of the highest quality, sensitivity, specificity and tested to assure precision and accuracy. Expiration date must be clearly marked on reagent, standards, and control containers. Unexpected changes in methodology/technology shall be at the expense of the Contractor. Alert/Notification of any delays in shipment as well as any or all technical advisory/recalls/alerts, prior to or simultaneously with field alerts should be forwarded to the designated individuals determined at contract award. Special handling for emergency orders of supplies: In the event that the supplies are found to be defective and unsuitable for use with the Contractor s equipment, or the Contractor has failed to comply with the requirements for routine supply delivery, the Contractor is required to deliver the supplies within 24 hours of receipt of a verbal order for emergency delivery. If either circumstance has occurred, the Contractor shall deliver to the Government site in the most expeditious manner possible without additional cost to the Government, the necessary consumables in sufficient quantity as required to allow operation of the Contractor s equipment for one week (under normal Government test load volume). If additional requests for emergency supply delivery are required by the Government, they shall be honored by the Contractor until the arrival at the laboratory of the monthly standing order/routine supplies delivery. Location These reagents and supplies will be used on the Abbott Architect analyzers located in the Core Laboratory of the Pathology and Laboratory Medicine Service of the STVHCS. Period of Performance One Year Deliverables/Supplies As needed Reagent Agreement for SARS Cov 2 IgG reagents, calibrators, and controls for the Abbott Architect Instrumentation. Please advise if you can provide the service/supplies for this requirement.
