- This Request for Information (RFI) is for informational and planning purposes only and does not constitute a solicitation. Network Contracting Office 4 is seeking potential sources for a L3Harris single site, three channel, VHF P25 Phase 2, trunked radio system. This is not a solicitation or a request for proposal and shall not be construed as an obligation or commitment by the Government. An award will not be made on any offers submitted in response to this notice, and it shall not be implied the Government is committed to providing any solicitation or award following this notice. The Government will not pay for any information received in response to this request, nor will the Government compensate a respondent for any costs incurred in developing the information provided. The Department of Veterans Affairs, Network Contracting Office 4, is seeking sources that can provide L3Harris single site, three channel, VHF P25 Phase 2, trunked radio system that at a minimum meets the following salient characteristics. Brand Name or Equal to: Statement of Work (SOW) Contract Title: Radio System Replacement Background: The two-way radio system of the Coatesville VA Medical Center (VAMC) is a crucial component of the daily operations. The radio system is utilized not only by the Police and Fire departments, but by many other services across the campus. Specifically, Facilities Engineering Service (FES) utilizes the system to notify its sections of any and all issues around the entire campus. The current Motorola system is not fully functional and needs to be replaced. Scope: This contract is to provide replacement of the existing Motorola P25 Trunked radio system with a new L3Harris single site, three channel, VHF P25 Phase 2, trunked radio system. Specific Tasks: Equipment The contractor shall provide, program, and install the following hardware and software for the new L3Harris single site, three channel, VHF P25 Phase 2, trunked radio system: Penthouse Building 39 One (1) 86 Open Rack Three (3) 100W, VHF MASTR V P25 Phase 2 Trunked Base Stations One (1) GPS Oscillator with 10 MHz Reference One (1) VIDA Edge Site Manager One (1) Network Router and Switch One (1) Device Manager Existing Dispatch Building 1 Room G31 One (1) L3Harris, CS7000, VHF, Control Station Software featured with P25 Trunking, AES Encryption, Phase 2 Includes integrated AC power supply, Speaker, and Desktop Microphone One (1) L3Harris, CS7000, 800 MHz, Control Station Software featured with P25 Trunking, AES Encryption, Phase 2 Includes integrated AC power supply, Speaker, and Desktop Microphone Police Headquarters Bldg 1 Basement One (1) L3Harris, CS7000, VHF, Control Station Software featured with P25 Trunking, AES Encryption, Phase 2 Includes integrated AC power supply, Speaker, and Desktop Microphone Police Breakroom Bldg 1 Basement One (1) L3Harris, SP721, Remote Controller Fire Station Building 12 One (1) L3Harris, CS7000, VHF, Control Station Software featured with P25 Trunking, AES Encryption, Phase 2 Includes integrated AC power supply, Speaker, and Desktop Microphone Engineering Building 70 One (1) L3Harris, CS7000, VHF, Control Station Software featured with P25 Trunking, AES Encryption, Phase 2 Includes integrated AC power supply, Speaker, and Desktop Microphone One (1) VHF Antenna One hundred (100) ft of 1/2 inch Foam Coaxial Cable for Antenna Line Miscellaneous connectors, jumpers, and hangers as required for installation of antenna system Biomed Building 59 Basement One (1) L3Harris, CS7000, VHF, Control Station Software featured with P25 Trunking, AES Encryption, Phase 2 Includes integrated AC power supply, Speaker, and Desktop Microphone L3Harris RPM2 Programming Software and Key Manager Software (Encryption) Radio System Server Room Bldg 1 Basement Channel cards for existing Voice Logging Recorder to support recording of four (4) analog channels. Existing Motorola Consolettes will be repurposed for integration to Voice Logging Recorder Installation The contractor shall perform the following additional tasks regarding installing the equipment listed above: Perform a visual inspection and sweep test the existing legacy control station antennas to determine useability of legacy antennas. If viable, the existing antennas shall be reutilized. If not viable, new desktop antennas shall be provided and installed by the contractor. Reuse existing control station and P25 site antenna systems for Bldg 1, Bldg 39, and Bldg 12. The contractor shall assume the antenna system is in good working condition and no enhancements are needed for the purpose of the quote. Remove from existing locations and repurpose the four (4) existing Motorola VHF P25 Consolettes to utilize as the physical interface for the existing Voice Logging Recorder. The contractor shall assume the consolettes are in good working condition for the purpose of the quote. Update the programming software for the current Motorola APX 6000, APX 4000, APX 1000, and APX 7000 radio subscribers as required to operate on the L3Harris P25 Trunked Radio site. System Testing - Upon installation completion, the contractor shall perform the following to ensure system functionality: Coordinate with Coatesville VAMC COR to schedule testing to reduce radio system downtime. Transfer one channel at a time from the legacy Motorola system to the new L3Harris System and conduct optimization and operational testing to ensure system functionality. Develop fallback plan to quickly restore channels to Motorola system for full operational use in the event of system testing failures. Assist CVA with developing code plug that will include new L3Harris P25 System Test and refine code plug on new L3Harris System Assist with creating L3Harris personality Test and refine L3 Harris personality System Switchover Develop transition plan for approval by Coatesville VAMC COR Assist with creation of code plug rollout plan to legacy Motorola radios Program existing Motorola APX 1000, APX 4000, APX 6000, and APX 7000 subscribers on new L3Harris P25 System Deploy personality in L3Harris radios Provide a quick reference guide to assist users with cutover from the legacy Motorola system to the new L3Harris system Deinstallation of Existing Equipment - Upon successful cutover to new L3Harris system, the contractor shall deinstall the following equipment and remove from the Coatesville VAMC campus. The contractor shall provide a trade-in credit in the quote for the deinstalled equipment: Dispatch console equipment and accessories from Bldg 1 Dispatch, Bldg 70 Engineering, and Bldg 12 Fire Department Networking equipment from radio system server room Bldg 1 Basement Motorola equipment from Bldg 39 attic Network manager equipment from Bldg 59 Biomed Playback station and desk sets from Bldg 1 Police Desk set from Bldg 12 Fire Department Responsibilities The contractor shall also perform, at a minimum, the following responsibilities: Provide installation plan upon award of contract for approval by Coatesville Contracting Officer Representative (COR). Provide transition plan to be approved by Coatesville COR before switchover Provide project management services to manage the timely execution of all project activities and ensure all contractor responsibilities and deliverables are completed to quality standards and as required by the contract. Provide system engineering and network engineering services to provide the final system design, resolution of technical issues, and providing support during system implementation and testing. Provide on-site site manager during installation and testing to act as the liaison between Coatesville VAMC COR and on-site installation team Perform a Project Kickoff and Design Review meeting on-site with the Coatesville VAMC and conduct a site survey of the installation sites. Develop a project schedule and implementation plan for presentation at the project design review meeting that defines the integration of the proposed system. Install the proposed equipment at the Coatesville VAMC at defined locations. Installations will be completed per the manufacturer s manuals. The new antennas at the Coatesville VAMC will be mounted to the building roof parapet or existing mounting structures and the transmission lines will utilize existing or developed entry points. Set system levels, optimize, and perform in-field acceptance testing for the proposed system. Coordinate the activities of all subcontractors under this contract. Administer safe work procedures for the entire project per Coatesville VAMC policies. Develop and coordinate Cutover Plan activities as required. Provide training on L3Harris Radio Programming Software and Key Management for Coatesville VAMC users to include system managers, dispatch operators, dispatch supervisors and subscriber operators. Develop and provide contractor standard as-built drawings of installed L3Harris system. Conduct regularly scheduled meetings to review progress and issues. Acquire a penetration permit from the Coatesville VA Fire Department when penetrations are required. All penetrations made by the contractor must be sealed with Hilti fire caulk before moving on to the next location. Scheduling Arrangements: Except by special alternative arrangement, scheduled installation will be provided only during Contractor s normal working hours (7:00 a.m. to 4:00 p.m., Monday thru Friday, excluding holidays). Upon acceptance of this contract, the Contractor shall immediately contact the Coatesville VAMC to schedule mutually agreeable times for the contract. Inspection and Acceptance Criteria: Functionality of the installed L3Harris radio system will be verified by Biomedical Engineering. Warranty: All equipment and installation will be warranted for a period of one year from project completion. Security Requirements: All contractor representatives who perform this work shall acquire the appropriate VAHCS identification badges. No other special security requirements are anticipated. Biomedical Engineering staff must be present for any work performed within Information Technology Communication closets. Risk Control: The contractor shall provide all applicable training and protective equipment to protect the contractor s employees from any hazards, including blood borne pathogens, which may be encountered in the performance of this contract. Performance Monitoring: The contractor shall keep the COR informed of work complete each day. The COR shall randomly inspect the work in progress. Place of Performance: All work shall be performed at the Coatesville VA Medical Center, 1400 Blackhorse Hill Road, Coatesville, PA 19320. Period of Performance: The contractor shall have 200 days from contract award to complete the installation and system cut over. The installation will not be considered complete until the system is fully functional as determined by Coatesville COR. Delivery Schedule: The contractor shall set the delivery schedule to ensure that installation and system cut over can be completed within 200 days form contract award.
