- TITLE: �GPS MIL SPEC SPLITTER FOR TOBYHANNA ARMY DEPOT CLASSIFICATION CODE: 5985 � Antennas, Waveguides and Related Equipment North American Industry Classification Systems (NAICS) code:� 334220 DISCLAIMER:� THIS IS A SOURCES SOUGHT NOTICE (SSN).� This is not a solicitation.� This request for capability information does not constitute a request for proposal (RFP).� This Notice is published as a sole source announcement under the statutory authority� 10 U.S.C. 2304(c)(1) as implemented by FAR Part 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Army Contracting Command, APG, Tobyhanna Division, Tobyhanna, PA 18466, intends to solicit and award a firm fixed-price supply contract with GPS Source, Inc., 2121 Executive Cir., Ste. 110, Colorado Springs, CO� 80906 as the sole source to provide GPS splitters as stated below in support of the Stryker Program at Tobyhanna Army Depot (TYAD). This SSN is issued solely for market research information and planning purposes only and does not constitute a solicitation. Responses will be treated as information only and will not be used as a proposal. The information submitted in response to this SSN may be used to help the Government further define its requirements. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government is under no obligation to award a contract as a result of this announcement. Companies responding to this SSN are advised their response does not ensure participation in future solicitations or contract awards. No funds are available to pay for any preparation of responses to this SSN. The Government will not reimburse participants for any expenses associated with their participation in this SSN. All information received in response to this SSN that is marked proprietary will be handled accordingly. Responses to this SSN that indicate that the information therein is proprietary, or represents confidential business information, will be received and held in confidence. Proprietary information submitted, as part of responses to the SSN, should be clearly identified and it will be treated as such. The Government reserves the right to follow up on a one-on-one basis with SSN respondents to gain additional information or clarity about information submitted. 1.0 BACKGROUND AND OBJECTIVES: Tobyhanna Army Depot (TYAD) is a recognized leader in providing world-class logistics support for Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR) Systems across the Department of Defense. Tobyhanna's unparalleled capabilities include full-spectrum support for sustainment, overhaul and repair, fabrication and manufacturing, engineering design and development, systems integration, technology insertion, modification, and global field support to our Warfighters. This SSN is issued as a means of conducting market research to determine the availability of industry sources with the capabilities and capacity to provide ballistic hardware in support of TYAD C5ISR Mission. 2.0 SUMMARY OF REQUIREMENT: TYAD has requirements for the GPS Mil Spec Splitter and is seeking qualified approved sources that have been qualified and approved as a source of supply by Project Manager Tactical Radio (PM TR) with the capability to provide these items. Therefore, interested parties should have the capability and established supply chain to consistently obtain and deliver these item within agreed upon delivery times upon receipt of funded order. Prospective contractors are required to provide evidence of their firm�s capability to meet critical, time sensitive delivery timelines. 3.0 REQUIREMENTS: The Government has identified GPS Source Inc, a wholly owned subsidiary of General Dynamics Mission Systems, as part of a unique design for the Stryker program.� This system design utilizes some uniquely specified components as part of a larger family of kits.� These kits will be installed into different variants of Stryker vehicles.� The use of alternative products in the early stages of this project will impact the cost, schedule and safety of the system. Source:� GPS Source, Inc.� Cage Code:� 1RTJ5 Part Number:� MS14-A05-PMS38999-1275/5-TF-S Description:� GPS Mil-Spec Splitter Quantity:� 370 EA (An option quantity of an additional 37 splitters will be included in contract to meet future production requirements). 4.0 SUBMISSION REQUIREMENTS FOR CAPABILITY STATEMENT: 4.1 Capabilities Requested Any interested organizations are invited to submit a capability statement in writing in response to this notice. The organization shall meet the following criteria: (a) Capability statements shall include documentation from the qualifying source, PM TR, as evidence the organization has been determined to be an approved a qualified source of supply.� Additional documentation should highlight the organization�s qualifications to take on the workload in this notice. Any response without the documentation showing the organization is an approved qualified source of supply as determined by the PM TR will not be reviewed.� (b) For clarity and consistency, it is requested responses to this SSN be provided in .pdf or .doc format and do not exceed ten (10) pages using 12 point Arial font.� Capability statements must include the name of the organization, at least one primary point of contact, address(es) of organization(s), phone number(s), email address(es), website address(es), NAICS code(s), and size/type of ownership for the organization(s).� (c) Small Business Specification Requirements Please specify any claimed socio-economic status such as, but not limited to, the following: a small business, 8(a) certified program participant business, small disadvantaged business, veteran-owned business, service-disabled, veteran owned business, HUBZone small business,� women-owned small business, or large business.� A small business may submit a capability statement that includes the expertise of large business partner companies under a teaming arrangement.� If a teaming arrangement exists, the response to this SSN notice must clearly define the portion of work that will be performed by each organization.� Please reference FAR clause 52.219-14 entitled, �Limitations on Subcontracting (Jan 2017)�, stating that a minimum of 50% of the total cost of all services provided must be incurred by or for personnel of the small business. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements in their capability statement/documentation. If your organization has the potential capacity to provide these supplies, please provide the following information (with the additional information and submission details noted below): 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The Government will evaluate market information to ascertain potential market capacity to: 1) provide supplies consistent, in scope and scale, with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. Delivery shall be FOB Destination to Tobyhanna Army Depot, Tobyhanna, PA 18466. The contract type is anticipated to be firm fixed-price. ADDITIONAL INFORMATION AND SUBMISSION DETAILS (CAPABILITIES STATEMENT): This documentation must address at a minimum the following items: 1.) What type of work has your company performed in the past in support of the same or similar requirement? 2.) Can or has your company managed a task of this nature? If so, please provide details. 3.) Can or has your company managed a team of subcontractors before? If so, provide details. 4.) What specific technical skills does your company possess which ensure capability to perform the tasks? 5.) Please note that under a Small-Business Set-Aside, in accordance with FAR 52.219-14, the small business prime must perform at least 50% of the work themselves in terms of the cost of performance. Provide an explanation of your company�s ability to perform at least 50% of the tasking described in this PWS for the base period as well as the option periods. 6.) Provide a statement including current small/large business status and company profile to include number of employees, annual revenue history, office locations, DUNs number, etc. 7.)
