- THIS IS NOT A SOLICITATION FOR PROPOSALS. THIS IS A SOURCES SOUGHT-DOIFBO220018. The purpose of this sources sought announcement is for market research to make an appropriate acquisition decision and to gain knowledge of potential qualified businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Background As a Federal agency, the Bureau of Land Management (BLM) has the authority to respond to environmental issues on BLM managed lands, such as hazardous substance and petroleum releases, under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) of 1980 and other Federal laws. Award of this requirement will support BLM in assessing the costs and liabilities associated with the BLM exercising this authority. The Department of the Interior (DOI), BLM mission is to sustain the health, diversity, and productivity of 245 million acres of public land, about one-tenth of America�s land base. The BLM manages lands nationwide except for Hawaii, Puerto Rico, and the U.S. territories; however, the majority of the BLM efforts are anticipated to occur in Alaska, Arizona, California, Colorado, Idaho, Kansas, Montana, Nevada, New Mexico, North Dakota, Oklahoma, Oregon, South Dakota, Texas, Utah, Washington, and Wyoming. Historically, the BLM lands have been used for a variety of purposes. Examples include mining, ore processing, energy production, energy corridors, military and private firing ranges, farming, and grazing. Thus, environmental contamination of the BLM lands may have occurred from multiple sources on BLM managed or adjacent non-BLM lands. In some cases, contamination is from illegal dumping or trespass (e.g., drug laboratories). The awarded requirement will support a broad range of investigation, cleanup, remediation, and restoration needs of the BLM. This includes sites such as abandoned mine lands, orphaned oil and gas wells, landfills and trash dumps, recreational shooting areas, and variety of other areas found on BLM managed lands. Scope Services provided shall be completed in accordance with all Environmental Statutes; to include but not limited to Executive Orders (EO), DOI Policies and BLM policies as appropriate. Statutes include: Resource Conservation and Recovery Act (RCRA); Clean Air Act (CAA); Safe Drinking Water Act (SDWA); Clean Water Act (CWA); Toxic Substances Control Act (TSCA); Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) and Superfund Amendments Reauthorization Act (SARA) (commonly referred to collectively as ""Superfund""); Emergency Planning and Community Right-To-Know Act (EPCRA); National Environmental Policy Act (NEPA); Energy Policy Act of 2005; Occupational Safety and Health Act (OSHA), and various Executive Orders or successor statutes. The services provided will support the project and program management efforts of the BLM Headquarters, National Operations Center, state program leads, and other BLM management entities. The following major categories of support services are needed: 1. Report and Document Development 2. Environmental Damage and Liabilities Identification 3. Environmental Damages and Liabilities Estimates 4. Cost Estimates 5. Inventory and Site Screenings 6. Data Reviews and Data Gap Analysis 7. Meetings 7. Project Management Support This sources sought shall not be considered as a request for proposal or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the contractor submission of this sources sought or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any contractor's input resulting from this request. No contract will be awarded as a result of this announcement.
