- 14 March 2022: Posting of� OF1419, abstract of bids received.� 2 February 2022:�Issue Amendment AM-0001 to provide Government responses to Contractor Request for Information inquires, which include amended specifications and drawings. 20 January 2022: Provide For Information Only As-Built Drawings for Building 3556 and Site Visit Roster. Project Information: Project Title: FY21 Airfield Damage Repair (ADR) Storage Facilities Project Location:� Kadena Air Base (AB), Okinawa, Japan Project Product/Service Code: �Y1BZ � Construction of Other Airfield Structures Project NAICS: 236220 � Commercial and Institutional Building Construction Project Magnitude: Between �2,500,000,000 and �10,000,000,000 �Project Description: Construct three airfield damage repair (ADR) storage facilities at three sites on Kadena AB.� The facilities will be constructed primarily of steel-reinforced cast-in-place concrete construction, to include floor slabs; load bearing beams, girders and columns; exterior walls and roof slabs.� Foundation system will consist of shallow spread footings with stiffened grade beams on either engineered fill (Site 3) or a deep soil cement slurry (Site 4 and 6/7).� Project includes supporting facilities such as utilities, pavements, and site improvements to provide a complete and useable facility.� The facilities will include electrical utilities and lighting, fiber optic cabling, fire alarm, and wet pipe fire protection system.� Each storage facility will have open areas with minimal structural obstruction for equipment parking and storage, along with overhead roll-up doors to allow equipment to be moved onto the exterior concrete paving for staging.� This project also demolishes Building 3556 (82 SM).� Solicitation Information: 1. Procurement method: Invitation for Bid (IFB) solicitation. 2.�Refer to�solicitation, drawings, and specifications posted on beta.SAM.Gov for further details. 3. The Government intends to award a firm-fixed-price construction contract as a result of this IFB. 4. All interested companies shall be actively registered in the System for Award Management (SAM) database in order to be eligible for award of Government contracts. Information on registration and annual confirmation requirements may be found at http://www.sam.gov. For a Joint Venture, the Joint Venture as an independent entity must be registered in SAM as such. 5. Only local sources will be considered under this solicitation. No small business set-aside. Local sources are sources (e.g. corporations, partnerships, or Joint Ventures [for a Joint Venture, the Joint Venture as an independent entity must satisfy the local source requirements or in the alternative, each member of the Joint Venture must individually satisfy the local source requirements]) that are physically located in Japan and are authorized (i.e. licensed and registered) to perform in Japan, the type of construction work specified in this solicitation. Specifically, a company must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during performance of the resultant contract. 6. Additionally, prior to award of the contract, interested vendors must be registered with the Government of Japan to do construction work in Japan and possess necessary construction licenses and permits to perform the requisite work identified in the solicitation. 7. Contractor Application. If this is your first time seeking business opportunities with the Japan Engineer District or you need to update your company information and brochure file, please complete the Contractor Application form and submit with the required attachments to: U.S. Army Corps of Engineers, Japan Engineer District, Bldg. 250, Room 147, Camp Zama, Zama-shi, Kanagawa-ken, Japan 252-8511, along with your first bid/proposal to Japan Engineer District, prior to submitting your Sealed Bid. Such firms shall be required to complete the aforementioned application and submit the requisite documents indicating they are registered with the Government of Japan and in possession of the necessary Certificate of Construction License in order to perform construction work in Japan.
