- Department of Veterans Affairs (VA) Request for Information (36C10X22Q0083) Enterprise Data Management Assessment & Data Management Education THIS IS A REQUEST FOR INFORMATION (RFI) ONLY and is not a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received, provide feedback to respondents with respect to any information submitted, or respond to any questions or comments that may be submitted in response to this notice. This notice does not constitute a commitment by the United States Government and does not obligate the Government to award a contract or otherwise pay for the information provided in response. Responders are solely responsible for all expenses associated with responding to this RFI. The purpose of this notice is to obtain information on industry capability to deliver the specific data management assessment and training identified below. A determination to compete this requirement based upon responses received is solely within the discretion of the Government. The Veterans Health Administration (VHA) is seeking information on contractor s capability to conduct an Enterprise Data Management (EDM) Assessment to help measure and improve data management capabilities. On August 26, 2021, the VHA Deputy Undersecretary for Health (DUSH) issued the memorandum Charge Memo VHA Champion for Veterans Health Administration (VHA) Data and Analytics (VIEWS 5741625) that established a Data Champion for Veterans Health Administration (VHA). This Data Champion is responsible for guiding the implementation of a new, comprehensive approach to enterprise data management (EDM) across VHA as specified in the VHA Data Management Strategy and Roadmap (DRAFT, 31 March 2021). Near-term activities focus on Goal 1 of the Strategy and Roadmap, establish governance for data management which requires the VHA Office of Internal Audit (IA) to collaborate with the Data Champion to accomplish Objective 1.1 of the Strategy and Roadmap, Conduct a formal data management maturity assessment to inform future data modernization efforts. The VA Data Governance Council (DGC), chaired by the VA Chief Data Officer (CDO), is responsible for establishing the overarching structure of VA s EDM and for ensuring full representation of VA s mission and business interests in the VA s EDM strategy. Expert guidance is needed in the selection of specific data management capabilities to be baselined, the facilitation of assessment workshops, the development of a baseline maturity score and report, and creation of a roadmap and sequencing plan. VHA is requesting input from industry on capability to deliver all the required support, along with experience/past work providing Enterprise Data Management (EDM) Assessments to help measure and improve data management capabilities. The EDM Assessment to measure and improve VHA data management capabilities should be: Data-focus Address data maturity across policy, people, process, and technology dimensions. Maturity Model Tools Aligned with Data Management Association (DAMA) principles and best practices. Model should allow for benchmarking if VA so desires. Access to Recommendations Provide a clear path for the required steps to achieve the next level of maturity. Costs Model is self-explanatory; maturity assessment provides tool or one can be developed inhouse and a self-assessment can be conducted DAMA Wheel Include all dimensions of the DAMA wheel: data governance; data architecture; data modeling and design; data storage and operations; data security; data integration and interoperability; document and content management; reference and master data; data warehousing and business intelligence; metadata; and data quality Aligned with Legal, Statutory and Federal Data Strategy Requirements The Evidence Act and other legislative requirements and OMB Circulars requires alignment with data governance, data architecture, records management, data security and privacy, metadata management; data quality Industry Focus A model that is used by industry. *The Evaluations and Data Sciences Division, VHA Internal Audit (VHA IA), has been employing the Data Management Maturity (DMM) Model to conduct evaluations of data management practices for VHA organizational units and the DGC has looked to the Capability Maturity Model Integration Institute s Data Management Maturity (CMMI-DMM) Model as a framework for assessing and coordinating VHA enterprise data management. Interested sources are asked to specify whether they: Have authorization to use the CMMI-DMM. Have the expertise with CMMI-DMM to provide instructor-led training to VHA personal immediately after award of the contract. Have the capability to perform expert observations in alignment with all aspects of the DMM platform elements (processes, practices, artifacts). Provide coaching/mentoring to VHA IA staff throughout all phases of the assessment process The responses to this notice will be captured as market research and may contribute to the development of an acquisition strategy. All submissions become Government property and will not be returned. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. *The information provided in the notice is subject to change and is not binding on the Government. INSTRUCTIONS FOR RESPONDING TO THIS NOTICE Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information submitted. Response Format/Page Limitations: The overall total page limit for responses is four (4) pages (excluding supporting attachments). Responses should be submitted in Microsoft Word format with 12 pt. or greater font size. Interested parties should limit marketing material in order to allow sufficient space for adequately, directly, and substantively responding with the information of most interest to the Government. In all correspondence relevant to this notice please identify it as a response to the Enterprise Data Management Assessment RFI (on response and in Subject Line of email). Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Respondents are requested to limit responses to the information, and in the format provided below. Interested Veteran-Owned (VOSBs) and Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) are encouraged to respond. The Government requests that contractors responses demonstrate capability, not just confirm the company s belief that the capability exists. A - GENERAL INFORMATION Organization Name. What is your socio-economic designation, if applicable? If Service-Disabled Veteran-Owned or Veteran-Owned Small Business, are you Veteran Information Pages (VIP) Verified? Identify any Government Services Administration (GSA) schedules and Special Item Number (SIN) Categories or other contract vehicles you hold that support this work as described. B CAPABILITY AND EXPERIENCE INFORMATION Does your company already have a team of personnel employed that would be able to handle the needs of the Government? Would this team be staffed in-house or outsourced? Describe your experience/past work delivering Enterprise Data Management Assessment & Data Management Education (two closest examples).
