Description
This is a Notice of Intent to Award Sole Source Purchase of Analysis of wildlife blood samples The U.S. Department of Agriculture Animal and Plant Health Inspection Service (USDA APHIS) Wildlife, intends to issue a Firm Fixed Price noncompetitive contract to COLORADO STATE UNIVERSITY for the purchase of Collars for Analysis of wildlife blood samples. This purchase will be under the statutory authority permitting Other than Full and Open Competition, accordance with FAR 6.302-1 which states; The property or services are available from only one responsible qualified source at this time and no other type of property or services will satisfy these needs of the executive agency. � Research has increasingly shown that SARS-CoV-2 infections are not limited to humans, and that multiple wild and domestic animal species can also be infected by the virus. The objective of this project is to provide baseline data on what wild animal species are being exposed to SAR-CoV-2. The proposed project will screen samples from a variety of wildlife species found in multiple regions of the U.S. for antibodies to SARS-CoV-2. WS is uniquely capable of obtaining samples from traditionally difficult-to-sample species through existing wildlife pathogen monitoring systems. We will also leverage existing WS wildlife sample archives and obtain samples from wild animals to gather baseline data on what species are being exposed to SARS-CoV-2. Findings will, 1) provide a low-level monitoring system to detect changes in, or development of, SARS-CoV-2 exposure in wildlife species, 2) inform regions or areas to target for additional testing in complimentary studies, and 3) help guide what species could be prioritized for future experimental infection work. This project can provide knowledge on novel wildlife reservoirs that could potentially seed future outbreaks and contribute to the evolution of novel virus variants. Colorado State University Veterinary Diagnostic Lab � The CSU VDL is a NAHLN laboratory that can assist with overflow testing if needed. This laboratory is located in the same city as WS NWRC, allowing timely and efficient transfer of samples. Colorado State University has the expertise and experience with SARS-CoV-2 research and diagnostics associated with wildlife and other zoonotic diseases and has a long-standing productive partnership with APHIS and WS NWRC. This notice of intent is NOT a request for proposals or competitive quotations. �Request for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination not to compete this proposed action is solely within the discretion of the Government. �However, if a firm believes it can meet the requirements, an interested party may submit capability information which shall be considered by the agency in its sole source determination.
