Description
In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to award a purchase order on a sole source basis to Luna Technologies, Inc. for an ODiSI 6104 Multi-Channel Distributed Sensing Instrument, Custom Sensor Keying/Academic License, and 16-Channel Analog Output. NETL requires a multi-channel optical distributed sensor interrogator to measure temperature or strain from single mode glass optical fiber using Rayleigh backscattering. This specific item supports four channels for connection of up to four measurement fibers to the instrument simultaneously and includes a keying option which allows the end user to create sensors from any single mode optical fiber. To meet the requirements of the NETL experimental facilities a high spatial resolution temperature measurement using optical fibers is required. The Luna ODiSI has high resolution optical fiber sensing system available utilizing Rayleigh backscattering. This instrument allows use of any single mode fiber selected by the end user which allows the NETL scientist the greatest choice of optical fiber for the experimental conditions. This is considered a sole source to Luna because, to the best of the NETL�s knowledge based on market research conducted, Luna is the sole source provider of this exact ODiSI 6104 Multi-Channel Distributed Sensing Instrument, etc. The Luna ODiSI 6104 multi-channel distributed sensing instrument with instrument controller, custom sensor keying academic license, and 16-channel analog output is required to meet the measuring temperature or strain from single mode glass optical fiber using Rayleigh backscattering and the intended use is high spatial resolution temperature measurements using optical fibers in NETL experimental laboratories. Luna is the only vendor that can supply this exact ODiSI 6104 Multi-Channel Distributed Sensing Instrument. No known potential alternate sources exist which could satisfy NETL's requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 4:00 PM ET on March 29, 2022. Responses must be submitted in writing to the purchasing agent, Lora Stumpf, via email at stumpf@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
