Description
General 1. The United States Coast Guard Office of Administrative Law Judge (C-00J) has a sole source requirement for the purchase of court reporting technology (Eclipse Professional Voice Reporter Version, (VoX) which includes hardware with integrated proprietary software licenses. The Eclipse hardware and software will be utilized to record, playback, and translate various court martial proceedings. This requirement shall provide a complete system comprised of the necessary hardware and software to support the court reporting needs of court rooms located in the ALJ Docketing Center, Baltimore, Maryland. The applicable North American Industry Classification Standard Code (NAICS) is 334111and Product or Service Code (PSC) is 7B21. Backgroud 2. The ALJ Program must obtain transcripts for all Coast Guard and Department of Homeland Security administrative hearings we adjudicate. Contracting with court reporters to produce these transcripts is prohibitively expensive ($2,000 per day). In order to save on operational expenses, the ALJ Program converted two billets to serve as in-house court reporters. Our court reporters require court reporting equipment and software to create the recordings/transcripts for our hearings. The software and equipment, provides us with this capability. Eclipse software is a recognized leader in the digital court reporting business. The software has been used for over 25 years and provides elegant technology which will improve the performance and accuracy of Coast Guard court reporters.� The total Eclipse Professional Voice Reporter Version (VoX) System is available from one source competition because there are no substitutions available. Advantage Software/eVerbatim is the only manufacturer of the Eclipse VoX software and the Total Eclipse Professional Voice Reporter Version (VoX) Bundle Systems. This speech recognition program accurately and expeditiously take what is dictated, and will create a transcription for that audio, which will be turned into an official Record of Trial. This program operates on standalone computers and do not connect to the Coast Guard network.� Court Reporting System Objective: 3. ALJ Docketing Center requires a court reporting system that has the capabilities to produce legal transcripts in a complete, end-to-end solution that converts speech to text in real-time with or without continuous commercial Internet connection, �making it easily deployable. ALJ Docketing Center is need of an integrated solution that shall unify all hardware and software components necessary to deliver a complete and turnkey court reporting system and save the USCG money. The Eclipse hardware and software specifications, capabilities, and quantities required are outlined in the requirement�s Statement of Work (SOW). Authority Cited: 4. 41 United States Code 1901 as implemented in Federal Acquisition Regulation 13.501(a)(1)(ii), sole source (including brand name) under the authority of the simplified procedures for certain commercial items. Reason for Authority Cited:��� Everbatim is the only authorized reseller and provider of the Eclipse Vox Software and Speechmatics (ASR) Software to the United States Armed Forces. As such, Everbatim�s Eclipse Vox ASR system is currently the only court reporting System that has the capabilities required to meet ALJ Docketing Center�s court reporting needs. THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR COMPETITIVE PROPOSALS. No solicitation is available for this requirement. If a firm believes the USCG should not pursue this sole source contract with Everbatim, they should submit a capability statement that is clear, convincing, meets the specifications in the SOW, and pricing information for the requirement within (7) ten calendar days of the publication of this notice. �You must submit your responses by 5:00 pm EST on Thursday, March 17, 2022, to be considered.
