Description
Amendment 10: The SOW shows 5 CLINs. The original 1442 shows 4 CLINs. All 5 CLINs need to be priced for consideration. Bidders can manually add the 5th CLIN to the 1442 or use the�W50S7S22B0001 clin sheet (just uploaded) or represent the 5th CLIN pricing in other ways. For bidders who have already mailed bids without the 5th CLIN pricing, contact Contracting Officer to find solution to meeting this requirement. The government tends to be flexible in how bidders represent pricing these 5 CLINs. Amendment 9: Clarifying: when acknowledging amendments, this is refering to formalized SF30 changes. There is currently only one, and dated 08-Mar-2022. �Additionally: The government requires physical posession of bids in the bid box before openning the bid box, including bid bond which can pass the attached checklist. If mailing packages, ensure there is enough time to be recieved on time. Bids not physically in the bid box at solicitation close will not be accepted. There are gate delays and mail routing issues regularaly on Scott AFB. These will not be excusable. Delivering bids before day of bid openning will be at the Contracting Office, Blg 5000 Room 142. Additionally: The government will attempt to create a digital bid openning space for virtual participation, send email to Lt Fisher for link notice when/if available. Potential winning bid will be announced on day of openning, with actual Contract signing happening after Funds are certified and Contractor responsibility is determined, which could be weeks later. Amendment 8: Adding Exhibit A, which is just a restatement of the questions below. Amendment 7: Formalized prior Amendments into the 1442. Added two Exhibits with Q and A, and incorperated by reference in the 1442. Modified the SOW. See�3 - SOW - Repair Horizontal Surfaces - Basewide 20220308. Amendment 6: The government is willing to entertain ad hoc location walkthroughs to show prospective Contractors the location to help them formalize their bids (the site was originally slightly obscured by weather). The formal site visit is complete, and the government will not be entertaining new questions at the ad hoc location walkthrough. An ad hoc location walkthrough is current scheduled for Thursday (3/3/2022) at 0900 CST, at Bldg 5000 in the Base Contracting Office (Room 142). This is a courtesy, will not provide new information, and will not be treated as supplemental to the original site visit. Further ad hoc visits will be entertained based on government availability and only to show physical site conditions. Amendment 5: Changing the solicitation close to 16 Mar (1442 changes forthcoming). Adding Site Visit notes and attendance roster. Amendment 4: Moving site visit initial meeting point from Building 5000 to Building 5002, Room 109a due to capacity concerns. This site visit location takes precidence over anything listed on the 1442. Amendment 3: Added questions and answers, 2.0 (see below) Amendment�2: Clarifying that the site visit is to be held at 0900 AM CST, !!! NOT PM !!! as incorrectly stated on the form 1442. The 1442 will be updated if any major changes are to be made to the 1442. Otherwise, this is the notification.� Amendment�1: Added questions and answers, 1.0 (see below) W50S7S21B0001 for repair all roads throughout the 126ARW campus at Scott Air Force Base, IL. The 126th Base Contracting Office is issuing this Invitation for Bids (IFB) to award a single Firm Fixed Price Contract. This project is solicited as a Small Business Set-Aside. The NAICS is 236220, the small business size standard is $39.5 Million. The magnitude of this project is betw een $500,000.00 and $1.000,000.00. Award w ill be made to the offeror w ho represents the best value to the Government as outlined in accordance with the criteria set forth w ithin the solicitation. Funds are not presently available for this acquisition. No contract award will be made until appropriated funds are made available. This is a high priority project, and funds are anticipated to be recieved after anticipated contract costs are known. A pre-bid conference will be conducted on 23 February 2022 at 9:00AM CST for the purposes of briefing on the bid requirements and answering questions regarding this solicitation. The bid opening will occur at the time and date specified in Block 13 of the SF1442 126th Air Refueling Wing Wing, 126 Air Guard Way Bldg 5000, Room 137, Scott Air Force Base, IL 62225. All interested offerors and their major subcontractors are encouraged to attend the bid opening. Questions and Answers: 1.1 Was this solicitation seeking standard seal coating or micro-paving? - This soliciation calls for�standard seal coating and not micro-paving 2.1�For CLIN 004, are we removing and replacing all of the lines on the apron, or is it just the taxiway striping at the nose and tail of the planes?� -�In general, any areas that are striped and get a seal coat will have to be re-striped. �Therefore, if there are some markings on the apron shoulder, those should be replaced. �However, the intent of CLIN 004 is to remove and restripe ONLY the concrete apron striping to meet the current guidance from UFC3-260-01 regarding taxi lane striping.� �� 2.2�For CLIN 001 subsection A, it lists oils that are more commonly used for sealcoating, not sealing of parking lots.� They can be used, but they are atypical for this application.� Please verify that these are indeed the oils that you prefer. -The intent for all of the asphalt surfaces is the following: Clean the area Repair cracks and prime the asphalt area Apply a minimum of two coats of high-quality asphalt sealant (commercial grade) Restripe area as necessary 2.3 For CLIN 001 subsection C, is the intent to clean and seal the cracks?� The IDOT specification utilized is for oil and chip type operations, not crack repair. - Intent is for all cracks to be cleaned and sealed prior to applying the seal coat 2.4 For CLIN 001 subsection D, can you direct us to which sheet this areas are called out on the plans? -�The area that may require full depth removal is the back road area behind Bldg 5029.� Highlighted in Blue as Area �D� on Sheet C.4.� That connector road is partially gravel and partially pavement.� We may need contractors to assess the existing conditions, but the intent is for the contractor to provide the end result required � a fully paved roadway.�
