Description

The Naval Air Systems Command (NAVAIR) intends to issue a Time and Materials (T&M) modification to delivery order N0001921F0407 under Basic Ordering Agreement N0001920G0005, to Northrop Grumman Systems Corporation. This modification includes performance tests to determine the serviceability of the Tech Refresh Mission Computers, and repair of any unit deemed to be non-Ready for Issue (RFI). The Contractor shall provide the necessary facility, labor, materials, parts, and test and tooling equipment required to return the items to a RFI condition. RFI is defined as that condition allowing the items to perform properly and reliably in an operational environment in a manner they were intended to operate. This effort will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), �Only one responsible source and no other supplies or services will satisfy agency requirements.� Northrop Grumman Systems Corporation is the original designer, developer, manufacturer of the H-1 TRMC and is the only known company with the requisite knowledge, data, and capability needed to meet the Government's requirements.
