Description
REQUEST FOR INFORMATION Program Manager Supply & Maintenance Systems Description Marine Corps Systems Command (MARCORSYSCOM) in support of the Program Manager Supply & Maintenance Systems (SMS) is seeking a potential replacement for the Hand Held Radio Test Set (HHRTS) starting in Fiscal Year 2022 due to obsolescence.� The current test set has a frequency that spans from 10 megahertz (MHz) to 1 gigahertz (GHz) while current tactical radio systems now operate with a frequency span up to 2.6 GHz.� MARCORSYSCOM now requires a hand held battery operated radio Test Set capable of performing tests on the receiver, transmitter, and antenna of tactical radios operating in the frequency range of 1.5 MHz to 6 GHz to accommodate testing current and anticipated future tactical radio systems. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY.� This RFI is issued solely for information and planning purposes in accordance with FAR Clause 52.215-3� it does not constitute an Invitation for Bid (IFB), a Request for Proposal (RFP), a Request for Quotation (RFQ), or an indication that the Government will contract for any of the items and/or services contained in this notice.� This request for information does not commit the Government to contract for any supply or service whatsoever.� Further, the Marine Corps is not at this time seeking proposals and will not accept unsolicited proposals.� Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party�s expense.� Responses may not include classified material.� Not responding to this RFI does not preclude participation in any future RFP, if one is issued.� If a solicitation is released, it will be synopsized on the System of Award Management (SAM) website.� It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. Responses Interested parties are requested to respond to this RFI with a white paper in Microsoft Word compatible format no later than 31 March 2022, 1:00 PM EST.� Responses shall be via e-mail only to: Michael Richards via michael.a.richards@usmc.mil. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED.� To aid the Government, please segregate proprietary information.� Please be advised that all submissions become Government property and will not be returned.� (1) Section 1 of the white paper shall provide administrative information.� Administrative information shall include at a minimum: Name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, and e-mail of designated point of contact. A statement that the respondee will not allow the Government to release its proprietary data to the Government support contractors.� In the absence of the foregoing, the Government will assume that the respondee does NOT agree to the release of its submission to Government support contractors.� Business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business) based upon North American Industry Classification System (NAICS) code 334515, Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals.� DUNS and CAGE Code. The facility security clearance of the offeror. Provide Small business participation plan/metrics. The number of pages in Section 1 of the white paper shall be limited to four pages. (2) Section 2 of the white paper shall provide information on the concept of a solution for the outdated HHRTS. If responders already have a material solution for the replacement of the HHRTS, it is requested that information on this solution be provided in detail. The number of pages in Section 2 of the white paper shall be limited to twenty pages. It is requested that white papers include comments to the draft performance specification included with this request for information.� Questions Questions regarding this announcement shall be submitted in writing by e-mail to the POC designated in the SAM posting.� Verbal questions will NOT be accepted
