Description
21 The Department of Veteran Affairs, Networking Contracting Office (NCO1) located at 163 Veterans Drive, White River Junction, VT intends to enter into a sole source procurement, pursuant to the authority of FAR 6.302-1, with Siemens Industry, Inc for the following requirement: Delta Panel Replacement B39 AHU6 and HW SPC System Statement of Work BACKGROUND: The contractor will furnish and install the required panel components to upgrade/replace existing Delta controllers located at 163 Veterans Drive, White River Junction, VT in building 39. The modifications and materials provided will convert the panel serving AHU-6 and associated components (3rd floor). All controls will be tested and confirmed operational upon completion of the project. STATEMENT OF WORK: Provide services to accomplish the following tasks, assuring compliance with all OSHA and VA guidelines. Provide all labor, equipment and material to complete the following: Use existing PXCM01 currently installed next to Delta panel. Utilize existing panel enclosure. Utilize existing 24-volt power Supply and install Siemens TX/IO inputs and outputs to pick up all existing hardwired points. All existing Delta points will have wires labeled and rewired to new Siemens modules. Mount DIN rail inside existing cabinet for the supplied modules. Existing Delta panel points, point descriptions, notes, and programming shall be converted to the new PXCM panel point addressing. Point to point verification will be completed after panel conversion is complete. Any existing failed points or issues with existing points shall be documented prior and post installation for review. Existing Desigo graphics and alarming to be verified for proper function before and after panel upgrade. Points on the Desigo graphics shall be updated accordingly. Work will be complete 30 days after issuance of NTP including notice to the state. OTHER CONSIDERATIONS FOR PROPOSAL This work takes place in a functioning hospital, surrounded by staff and patients. Contractor will work to minimize impact of equipment downtime. Contractor will be granted access to Delta program. No new server will be provided. All new points will be added to the existing Siemens Desigo CC BMS. All workers are required to sign in and out at Building 37 every workday. Those without a permanent badge will log and wear a temporary badge, returned each day. Perform work in compliance all applicable state, federal regulations and VA Specifications including but not limited to: 01 00 00 - General Requirements VA Specifications: http://www.cfm.va.gov/til Specification 02 82 13 VHA Directive 2008-001 VA Handbook 0730/2 http://www.cfm.va.gov/TIL/cpro/cpTop14.pdf The provisions of all applicable NFPA, OSHA, EPA, and VA codes, Federal, State, and local regulations shall be followed throughout the course of this project. Applicable VA publications and design manuals are available to the successful bidder at www.va.gov/facmgt. Siemens Industry, Inc will be awarded this procurement because Siemens is the only vendor capable of providing the components for the project because the components are proprietary to Siemens. The NAICS code for this requirement is 238220 with small business size standard of $16.5 Million. This notice of intent is not a solicitation nor is it a request for proposal. However, interested parties that believe they can satisfy the requirement listed above must clearly identify their capability to do so in writing by Monday, March 21, 2022, at 9:00 am EST time. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
