- Pre-Solicitation Notice Solicitation: 36C25222B0022 Project: 556-20-013 Renovate Building 134 CLC 3A/C Location: Captain James A. Lovell Federal Health Care Center (FHCC) 3001 Breen Bay Road North Chicago, IL 60064 The Captain James A. Lovell FHCC has a requirement to demolish the existing Community Living Center (CLC) at Building 134, 3rd floor, A & C wings. When completed, the updated CLC will serve elderly veterans who require round-the-clock care and end-of-life care. It will expand current CLC facilities by adding space for 12 new beds, as well as accompanying utility, administrative, and public spaces (kitchen, . This renovation is a critical step in the continuation of FHCC s ability to provide state-of-the-art care for veterans at all stages of life. The contractor shall complete all work including submittals, reviews, quality assurance, material/equipment orders, deliveries/installation, construction field work, training, and closeout within the stated term from Notice to Proceed (NTP) as shown below. The North American Industry Classification Code (NAICS) for this procurement is 236220 General Construction with a small-business size standard of $39.5 Million. Estimated price range for construction is between $5,000,000 and $10,000,000. Pursuant to Public Law 109-461, this solicitation will be issued as a 100% Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside. In accordance with VAAR 819.7003(b), at the time of submission of an offer, the offeror must represent that it is a SDVOSB concern, a small business concern under the NAICS code assigned to the acquisition, and is CVE verified for eligibility in the CVE-VetBiz database (Home · VetBiz Portal (va.gov)). The solicitation (including any/all specifications and drawings) will be posted to SAM.GOV Contracting Opportunities (SAM.gov | Contract Opportunities) on or about April 1, 2022. A pre-bid conference/site walk-through shall be conducted for this project after the solicitation has been posted. The time and date of the site visit will be included in the solicitation details. All prospective bidders are strongly encouraged to attend. All interested parties shall have a current registration and current annual On-line Representation and Certifications Application (ORCA) in the System Award Management (SAM) database https://www.sam.gov prior to award.
