Description
This Special Notice is being issued to notify industry that the U.S. Army Corps of Engineers (USACE) Sacramento District (SPK) is transitioning to the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module as the exclusive tool for electronic processing of bid/proposal submissions, as opposed to use of other file drop services (e.g., DoD SAFE).� The PIEE Solicitation Module provides secure, timestamped submission of bids/proposals and was designed specifically to capture bid/proposal documents, and to memorialize the date and time of bid/proposal submissions. PIEE supports submission of large file sizes of 1.9 GB per file, with no limit on the number of files, as well as multiple file formats.� USACE SPK is projected to utilize the PIEE Solicitation Module for solicitations issued on/about March - April 2022. It is recommended that potential Offerors seeking to do business with SPK complete vendor registration through https://piee.eb.mil/ , as Offerors will be required to submit electronic bids/proposals through the PIEE Solicitation Module.�� There are ten (10) steps a vendor must follow to use PIEE; this list can be viewed at the following site: https://piee.eb.mil/xhtml/unauth/web/homepage/vendorGettingStartedHelp.xhtml#step1 Once registered, Offerors will be required to submit bids/proposals through PIEE; instructions can be viewed at the following site: https://pieetraining.eb.mil/wbt/sol/Posting_Offer.pdf (Please disregard references to Wide Area Workflow - the system is now PIEE.)� As this process may be time-consuming, potential Offerors are recommended to proactively complete vendor registration and training to understand the PIEE Solicitation Module and submission processes.� Additional instructions and/or requirements may be included in future solicitations.��
