- Description
- This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Hamilton Company, 4970 Energy Wy, Reno, NV to Microlab Prep Channel System and accessories to be used in conjunction with lab equipment. No substitutions are allowed on this project. The mission of the Vaccine Research Center at the National Institutes of Health is to conduct research that facilitates the development of effective vaccines and therapeutics as well as contribute to pandemic preparedness and response. To fulfil this mission the VRC uses a plethora of molecular and cellular biology techniques such as immunoabsorbent assays, avidity assays, and SDS-Page electrophoresis with Western blotting, just to name a few. The VRC established the Genome Analysis Core (GAC) to develop and perform innovative sequencing techniques specifically targeted at immune repertoire analysis. Most recently we have developed the Rapid Assembly, Transfection and Production of Immunoglobulins (RATP-Ig) pipeline that aims to revolutionize the discovery and functional testing of monoclonal antibodies. We have modified and extended our in-house Ig-SMARTseq protocol, which we use to sequence Ig and whole transcriptomes of single B cells sorted into wells of 96- or 384-well plates, to additionally produce Ig constructs for direct transfection and expression without the need for gene synthesis or bacterial transformations. Further, the process is almost entirely automated with liquid-handling robots. The entire process from cell sorting to neutralization assay, at a throughput of hundreds of B cells, takes about 6 days and can be applied to cells originating from humans, mice and rhesus macaques. The GAC lab requires an automated liquid handling workstation to streamline their sequencing core experiments. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-2118353) to Rita Davis at rita.davis@nih.gov by 5:00 pm eastern standard time Sunday, March 27, 2022. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
