Requests for copies of a solicitation will not receive a response. This Notice is for planning purposes only and is not a Request for Proposal or Request for Quotation or an obligation on the part of the NIST for conducting a follow-on acquisition. NIST does not intend to award a contract on the basis of this Notice, or otherwise pay for the information requested. No entitlement or payment of direct or indirect costs or charges by NIST will arise as a result of submission of responses to this Notice and NIST use of such information. NIST recognizes that proprietary components, interfaces and equipment, and clearly mark restricted or proprietary components, interfaces and equipment, and clearly mark restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information. In the absence of such identification, NIST will assume to have unlimited rights to all technical data in the information paper. NO SOLICITATION DOCUMENTS EXIST AT THIS TIME. The National Institute of Standards and Technology (NIST) Research Library and Museum located in Gaithersburg, MD seeks to improve library users and staff experiences with enhanced interoperability, resource discovery, and streamlined workflows for the management of its electronic and physical information resources and collections by implementing a comprehensive, integrated, cloud-based Library Services Platform (LSP), also referred to as �the system� to replace the current set of disparate systems including: Integrated Library System (ILS) Online Catalog�� ����� Discovery Layer Electronic Resource Management System (ERM) OpenURL (Uniform Resource Locator) Link Resolver Digital Archive Repository Museum Collection Management The system shall provide unified and efficient management of all resources that the NIST Research Library and Museum owns, licenses, stewards, and makes available to end users for discovery and delivery.� In addition, the comprehensive solution shall enable library users to quickly and accurately access NIST�s electronic, physical and local collections, bibliographic data, and full text content of its electronic assets. This requirement is intended to replace an existing set of disparate legacy library systems with a cloud-based, state-of-the-art solution that integrates a wide-range of required functionality.� Provide a fully implemented solution together with software licenses and professional services to design, configure, and implement an LSP. Replace existing Integrated Library System (ILS), online catalog, Discovery Layer, Electronic Resource Management System (ERM), Open URL Link Resolver, Digital Archive Repository, and Museum Collection Management capabilities as deployed into a unified system. Support the following library processes within the unified system: Acquisitions Management, Cataloging and Authority Control, Circulation, Metadata Management, Holdings management, Serials management, Local collection/asset management, and Interlibrary loan.� Support the following library patron processes within the unified system: Self-service portal, account settings options, request initiation, and past usage. Standardize on a common set of procedures used to provide insight into the operations of library collection and user management. Implementation shall consist of a phased deployment schedule recommended by the Offeror in accordance with NIST�s specified short-term and long-term goals.� Provide a browser agnostic system with access configuration capabilities by user type. Provide multiple instances or environments of the LSP for change management/test, user acceptance testing (UAT), and production to ensure testing consistency and to reduce upgrade risks.� The successful LSP will be aligned to the key business goals to improve efficiency, increase satisfaction, and use of self-service, produce accurate, real-time results. NIST expects to yield these outcomes: A contemporary, cloud-based system to function as the�go-to library interface�for�patrons and staff, while growing and adopting new technology advances�and capabilities�for the long-term.�� A�comprehensive system that integrates discovery, print and electronic resource management, acquisitions, interlibrary loan functions, and museum and digital artifacts management into one platform.� A feature-rich and logical�self-service interface for patrons to gain capabilities currently beyond their reach, as well as experience increased accuracy in searching information resources.� Optimized interfaces and efficient workflows to provide�Library staff�with more time to focus on enhancing customer services.�� NIST estimates that the LPS may be utilized by the 3,000 staff on campus and no more than 25 library and system administrators.� See the draft statement of work for specific requirements of the LPS. NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 511210 � Software Publishers with a small business size standard of $41.5 million. Please include your company�s size classification and socio-economic status in any response to this notice. Companies able to provide such services are requested to email a detailed response describing their abilities to rene.edwards@nist.gov, no later than the response date of Friday April 1st, 2022, by 11:00am for this sources sought notice. The report should be no more than 10 single side pages in Times New Roman 12-point font. Include any information relevant to your capabilities. Also, the following information is requested to be provided as part of the response to this sources sought notice: Name of company/companies that are authorized provide services, their addresses, and a point of contact for the company (name, phone number, fax number and email address). Indication if the company(ies) are small business and social economic category(ies). Indication of whether the services are currently on one or more GSA Federal Supply Schedule contract or any other government-wide contracts. If so, please provide the applicable contract number(s). Indication if the vendor can provide all, or some, of the services requested. Indication of whether the services proposed is a commercial item currently offered in the marketplace. Indication of number of days, after receipt of order that is typical for delivery of such item(s). Any other relevant information that is not listed above which the Government should consider in developing its minimum performance requirements.
