- The Directorate of Health Sciences, Office of Hazard Identification and Reduction at the U.S. Consumer Product Safety Agency (CPSC) is conducting a market survey to determine the availability and capability of Offerors able to investigate the release of metal oxide nanoparticle (NP) coatings from a variety of test surfaces with varying levels of roughness, porosity, and chemical identity using the CPSC wipe methodology.� The goal of the research is to support the development and adoption of the CPSC wipe methodology as a published method with the International Standards Organization (ISO) Technical Committee 229 (Nanotechnologies) on the widest possible range of surfaces and coating combinations. The objectives of the research that the Offeror would be expected to: 1) Determine applicability, feasibility, reproducibility, and reliability of the CPSC surface wiping method on surfaces beyond the previously examined lumber; 2) Provide CPSC with information on characteristics of surfaces appropriate for the surface wiping method; 3) Investigate how changes in coating formulation (i.e., water or paint) influence release results; and 4) Study research will be put in greater context by comparing data from the CPSC wipe methodology to other surface wiping methods, i.e., Elements of Wipes published by the National Institution of Occupational Health and Safety (NIOSH). This is not a Request for Proposal (RFP).� No RFP is available, and the CPSC is not committed to make an award pursuant to this announcement.� Interested Offerors should send their capability information addressing the four (4) areas cited above via email to the attention of Dieu-Tam T. If this market survey develops into a RFP, Offerors who choose to submit a proposal will not be obligated to pursue the specific method of research study concept outlined in the response to this announcement.� No phone calls will be accepted.
