- note pre-solicitation notice was posted under reference� 19SG2021Q0020 on July 15 2021 The U.S. Embassy Dakar, SENEGAL has a requirement for a firm to provide Mobile Phone services and other services as required in the Scope of Work The anticipated performance period is for one (01) base year, with two (02) one-year option periods, if exercised by the Government. All responsible sources may submit a quotation, which will be considered. At a minimum, each offeror must meet the following requirements when submitting its proposal: Have all licenses and permits required by local law for mobile phone services; Be registered in the System for Award Management (SAM); www.sam.gov The solicitation will be issued via the beta.SAM.gov website and at the Embassy public website. No paper copies will be mailed. The U.S. Government intends to award a contract to the responsible offeror representing best value using comparative evaluation as authorized under FAR 13.106-2(b) (3). �A comparative evaluation is defined as the act of comparing two or more offers in response to the RFQ. The item-by-item comparison is performed by comparing each offer directly to one another to determine which provides the best value to the Department. Comparative evaluation is NOT a low price technically acceptable (LPTA) or trade-off process. Prospective offers must still meet basic standards for responsibility at FAR 9.104 and solicitation compliance to be eligible for award. We intend to award a contract based on initial quotations, without holding discussions, although we may hold discussions with companies if there is a need to do so.. Upon review of the comparative evaluation process identified herein, particularly as outlined in Section 4, offerors are encouraged to submit questions to the Contracting Officer if clarification is needed. The Government will strictly adhere to the two step-process associated with this type of evaluation.
