Description
Small Business Sources Sought Notice Title of Project: High Impact Program Evaluation Projects (HIPEP) Introduction: This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice �is to obtain information regarding the availability and capability of qualified 8(a) firms, Alaska Native Corporations, Indian Tribes, Native Hawaiian Organizations, and Community Development Corporations. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside or direct award is possible. An organization that is �not considered a small business under the applicable NAICS code should not submit a response to this notice. The NAICS code for this Sources Sought Notice is 541690 � Other Scientific and Technical Consulting Services, Size Standard: $16.5 million. Purpose and Objectives: The purpose of the IDIQ contract is to provide DHP an as-needed mechanism with the capability to conduct Rapid Program Assessments of DHP-funded HIV prevention programs and Enhanced Evaluation Projects for the purpose of improving program performance. The activities conducted under this contract and each subsequent Task Order is for the purpose of non-research program evaluation. Project Scope: Independently, and not as an agent of the Government, the Contractor shall furnish all necessary personnel, facilities, supplies, equipment and materials to support DHP. The contractor shall seek and obtain all necessary approvals, collect all required data, analyze and report all findings, and produce all deliverables as specified in each specific Task Order. All instruments developed, supporting documentation, data collected, and analyses and findings shall become the property of the Government. The Contractor is advised that it is not possible to determine the precise types or amounts of services, supplies, and/or equipment that will be ordered during the term of the contract. The Contractor shall be obligated to perform within the minimum and maximum order limitations set forth in clauses 52.216-19, Order Limitations. The time of issuance and amount of work in task orders cannot be accurately predicted. The Government will make every effort to give the Contractor advance notice of requirements, but the services for which this contract will be used could address an immediate need involving an emergency or short notice requirement. Services to be performed shall be non-personal and not inherently governmental services. Supplies and equipment are incidental to the required services to be performed.� Functional Research Areas: Task Area 1.0 - Conduct Rapid Program Assessments and Enhanced Evaluation Projects of HIV Prevention Programs Conduct Rapid Program Assessments and Enhanced Evaluation Projects of HIV prevention programs to identify factors associated with effective programmatic implementation, improve the understanding of challenges that impede program delivery, and help maximize the effectiveness of the assessed programs. Task Area 2.0 - Data Collection and Entry Conduct data collection activities through in-depth interviews, semi-structured interviews, focus groups, social mapping, direct observation, surveys, or other methods with health department staff, community-based organization staff, an organization�s clients, and CDC staff. Task Area 3.0 - Data Analysis and Interpretation Compile, analyze, and interpret data to develop detailed reports of findings for each participating organization or individuals and for all participating organizations or individuals as a group. Task Area 4.0 - Document Review Complete literature reviews on specified topic areas. Task Area 5.0 - Dissemination and Data Use Support the development of presentations, posters, manuscripts, reports, and other materials as appropriate for each Task Order. Anticipated Period of Performance: The period of performance will be five years. Capability Statement/Information Sought: Interested o?erors should submit a capability statement specifically addressing the criteria listed below ONLY. Capability statements that address requirements other than what is identified below will not be reviewed. The page limit is eight (8) pages. 1.����������� Your opinion about the difficulty and or feasibility of the potential requirement(s) or proposed acquisition, possible solutions and approaches that may currently exist in the marketplace, and information regarding innovative ideas or concepts; 2.����������� Your staff expertise, including your availability, experience, and formal and other training; 3.����������� Your current in-house capability and capacity to perform the work; 4.����������� Completed projects in the last 5 years of similar size and scope; 5.����������� Corporate experience and management capability; 6.����������� Provide any examples of prior completed Government contracts, reference, and other related information; 7.����������� Recommendations for a different NAICS code. If so, please explain? Information Submission Instructions: Please include a cover page with the following business information. The cover page does not count against the page limit for the capability statement. 1.����������� Company name and address; 2.����������� DUNS number and CAGE Code, as registered in the System for Award Management (SAM) at http://www.SAM.gov/; 3.����������� Do you have a government-approved accounting system? If so, please identify the agency that approved this system; 4.����������� Business Size and Type of Business (e. g., small business, 8(a), woman owned, veteran owned, etc.) pursuant to the applicable NAICS code 541690 � Other Scientific and Technical Consulting Services, Size Standard: $16.5 million; 5.����������� Technical point of contact including name, title, address, telephone number, and email address of the individual(s) who can verify the demonstrated capabilities identified in the response; 6.����������� Contracts� point of contact including name, title, address, telephone number, and email address; Page Limitation: Capability Statements shall be limited to eight (8) (including references, appendices, charts, illustrations, diagrams, and or resumes) single- spaced pages not including cover page. Pages shall be formatted as follows: MS Word, 8 � x 11, 12 pitch, Times New Roman font with one (1) inch margins. Response Due Date: Submit capability statements via email to Martin F. Capability statements will NOT be accepted after the due date. No telephonic or facsimile responses will be accepted. The Government will not provide feedback on capability statements and we will not return capability statements received. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and su iciently detailed to allow the Government to determine the organization�s qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. A er a review of the responses received, a pre-solicitation synopsis and solicitation may be published on sam.gov. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). Response is strictly voluntary. It is not mandatory to submit a response to this notice to participate in any formal RFP process that may take place in the future. However, it should be noted that information gathered through this notice may significantly influence our acquisition strategy. All interested parties will be required to respond separately to any solicitations posted as a result of this Sources Sought notice.
