Description
The General Services Administration (GSA), Public Buildings Service (PBS), is issuing this sources sought synopsis as a means of conducting market research for an upcoming procurement in GSA, PBS, Region 7 for Building Automation System services for the following facility in Houston, TX. G.T. Mickey Leland Federal Building (GSA Bldg. No. TX0298ZZ) located at 1919 Smith St, Houston TX 77002 The acquisition strategy for this upcoming procurement is to compete the requirement to the maximum extent practicable, utilizing best value selection procedures (technical and price factors considered), with the exception of services that are on the Procurement List maintained by the Committee for Purchase from People Who Are Blind or Severely Disabled (see FAR Subpart 8.7).� In addition, utilization of small business is a priority.� The result of this market research will contribute to determining the method of procurement as well as the small business set-aside.� NO LARGE businesses need respond to this notice.� THERE IS NO SOLICITATION AT THIS TIME. �It is anticipated that the solicitation will be issued in September 2022.� Submission of any information in response to this notice is voluntary and the government assumes no financial responsibility for any costs incurred. It is the intent that any subsequent solicitation issued will result in the award of a firm fixed-price contract. The applicable North American Industry Classification System (NAICS) code to be assigned to this procurement is 561210, Facilities Support Services; the associated small business size standard is $41.5 Million. The services that will be required are typically the following: Furnish all personnel, labor, equipment, materials, tools, supplies, supervision, management, training/certifications, and services, except as may be expressly set forth as Government furnished, and otherwise accomplish all actions necessary to perform and provide the work efforts described in the contract. � Building Information:� The approximate total square footage of the buildings to be maintained is 346,663 square feet and is broken down as follows: G.T. Mickey Leland Federal Building 1919 Smith St, Houston TX 77002 (GSA Bldg. No. TX0298ZZ) (total 346,663) Building Automation System: The Contractor shall remove existing obsolete JACE hardware, install updated building JACE(s) to the most modern model, licensing, and software available and ensure that all building systems, graphics, and associated software are fully functional, accessible, and integrated at the listed building(s). A BAS reintegration plan and design shall also be incorporated in the design package to support the new equipment being brought back online onto the existing BAS system. Any new equipment shall be added to the BAS. The Contractor shall provide equipment for existing Niagara AX Supervisory JACE controller(s) to the latest available / GSA remediated JACE hardware and Niagara 4.X software, including all required supporting adjustments (graphical, logical, physical), configuration, devices, enclosures, material, modifications, programming, software, third party software tools, trade labor, other items and non-personal services required to perform required tasks to meet GSA IT, GSA IT Security and Smart building(s) standards and specifications. The contractor shall perform to the standards in this contract. The contractor shall ensure that the Watt Stopper lighting JACE�s maintain the existing level of functionality and two-way communications will not be negatively affected by execution of JACE upgrade project or exercise of related of contract options. Interested vendors who believe they can meet the capabilities and performance requirements outlined are requested to respond to this RFI by Friday, April 1, 2022, at 3:00 p.m. Central Time to Feann Stephens (feann.stephens@gsa.gov), with the information outlined below: 1.� ����� �A complete and current record of your System for Award Management (https://www.sam.gov/) registration to include: -������� Name of firm -�� �����Website information -������� Point of contact (name, phone number, and email address) -������� DUNS number -������� Business Size (Large/Small) for NAICS 561210 -������� Socioeconomic Category(ies) (8(a), HUBZone, SDVOSB, WOSB) 2.������� Capabilities Narrative -������� Please indicate if you are seeking opportunities for: ������������ ������� - Building Automation System -������� Are you interested in these opportunities as a prime contractor, or a Contractor Teaming Arrangement (CTA)? -������� Provide information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on Building Automation System services requirements.� Include information such as building size, brief description of services performed, dollar value, location, government or commercial requirement, etc. to facilitate making a capability determination for each future requirement (please note that these requirements vary in size, complexity, and location so information submitted will be assessed for each requirement). - Contractor shall have been in business installing and maintaining the same brand of equipment as used on this project for at least three (3) years prior to the bid date of this project. Installer Qualifications: Installer shall have at least 5 years� experience installing BAS and JACE web-based BAS and shall be an experienced installer who is a certified installer of the BAS manufacturer for both installation and maintenance of products and systems required for this project. A firm experienced in manufacturing products for BASs the same as or similar to those required for this project and with a record of successful in-service performance for a minimum of one year prior to the bid date for this project. Manufacturer Qualifications: Must comply with the �Buy America Act� or relevant executive order (EO). �Material Qualifications: Installer shall use Hardware, Software, and Firmware that is available for purchase during and after the project from multiple non-proprietary warehouse distribution channels and/or available for procurement from the GSAAdvantage Federal Acquisition Services GSA Schedule -������� Indicate your experience working in the Building Automation System area.� If you do not have experience, please describe your approach for assimilating into this market, including recruiting for staffing and subcontractor needs. 6.1.4.1 BAS Technician performing work shall be Niagara Certified. 6.1.4.2 Equipment: Required computer (i.e., PC, laptop) and peripherals (i.e., Mouse, keyboard) used to provide GSA network connectivity, shall be government furnished and provided by the GSA. 6.1.4.3 Materials: The Government shall provide an existing IT Riser Diagram(s) for each building(s) (if available). 6.1.4.4 Contractor Furnished Items and Responsibilities: The contractor shall furnish all parts, materials, labor, supplies, tools, equipment, software, licensing, facilities, and services required to perform work under this order. 3.����� Additional Information -������� Please include any other information and/or recommendations to assist GSA in its structuring of these contract requirements to facilitate competition, its approach to acquiring the services and the manner in which requirements are described for the identified items/services. Please limit responses to no more than fifteen (15) pages and submit in either Microsoft Word or PDF file format.� It is recommended to submit the information in the format as outlined above to minimize the effort of the respondent and structure the responses for ease of analysis by the Government.
