Description
THIS IS NOT A REQUEST FOR PROPOSAL. NO PROPOSALS ARE TO BE SUBMITTED IN RESPONSE TO THIS NOTICE. This Draft Request for Proposal (DRFP) is hereby issued by the National Aeronautics and Space Administration (NASA), Goddard Space Flight Center (GSFC) for potential Offerors to review and comment on the NASA Protective Services � Eastern Region (NPS-ER) requirement. The purpose of the NPS-ER requirement is to acquire regional protective services for NASA Glenn Research Center (GRC), Goddard Space Flight Center (GSFC), Headquarters (HQ), and Langley Research Center (LaRC). The Contractor will provide protective services including, but not limited to; Communications Security (COMSEC), Security Operations (SECOPS), Information Security �(INFOSEC), Program Security, Resource Protection, Physical Security (PHYSEC), Credentialing, 911 Phone Center and Protective Services Communications Center (PSCC), Emergency Management (EM), and NASA Protective Services Training. Potential Offerors are encouraged to comment on all aspects of the DRFP, including the requirements, schedules, proposal instructions, and evaluation approaches. Potential Offerors should identify any unnecessary or inefficient requirements and are encouraged to comment on any perceived safety, occupational health security (including information technology security), environmental, export control, and/or other programmatic risk issues associated with the performance of this requirement. This acquisition will be conducted a Competitive 8(a) Small Business Set-Aside under the North American Industry Classification System (NAICS) Code 561612, Security Guards and Patrol Services, with a Small Business Size Standard of $22M. This competitive acquisition will result in a Single-Award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract with Firm-Fixed-Price Task Orders. The contract will have a Total Potential 5-year Effective Ordering Period with a 60-day Phase-in. The contract Phase-in for each Center will be acquired via separate Firm-Fixed-Price Purchase Orders. Rates for Contract Year 6 will be requested to cover services that may extend the contract up to 6-months should Federal Acquisition Regulation (FAR) 52.217-8, Option to Extend Services, be exercised. The maximum amount of supplies or services that may be ordered during the effective period of the contract is $198M with a unilateral upward adjustment capability of 30% for programmatic uncertainties, if needed. The place of performance of the NPS-ER requirement will be at NASA GRC, GSFC, HQ, LaRC, and all associated facilities. Please note, the Contractor must possess a Top Secret Facility Security Clearance at the time proposals are due. Top Secret work will be required for full performance on the first day of contract performance for INFOSEC and COMSEC requirements. The current planned release date for the Final Request for Proposal (RFP) is on or about February 05, 2022, with proposals being due approximately 30 calendar days later. This DRFP is not a solicitation and NASA GSFC is not requesting proposals at this time. This request does not commit NASA GSFC to pay any proposal preparation costs, nor does it obligate NASA GSFC to procure or contract for this requirement. It is the responsibility of the potential Offerors to monitor https://SAM.gov for schedule updates, release of the solicitation, and amendments (if any). Potential Offerors will be responsible for downloading their own copy of the solicitation and amendments (if any).� NASA FAR Supplement (NFS) 1852.215-84, Ombudsman, is applicable.
