Description
The purpose of this amendment is to extend the ""Response Date"" to April 1, 2022. Introduction This Request for Information (RFI) solicits responses from entities that have an interest in meeting with officials from NASA�s Mission Support Directorate (MSD) during Space Symposium April 4-7 in Colorado Springs to learn about NASA�s mission support services and to offer ideas and solutions that enhance the effective and efficient delivery of mission support services to the agency.� Background NASA MSD is responsible for promoting NASA mission success by delivering reliable, adaptable, integrated, scalable, and streamlined technical and professional support capabilities to all of NASA. Our mission is to ensure NASA leadership in aerospace, science, and exploration by pioneering modern and affordable service experiences and partnerships through exceptional people, places, and technology.� More information on NASA�s Mission Support Services can be found at https://www.nasa.gov/msd The mission support portfolio in NASA encompasses policy and operations across the ten NASA centers for the following functions:� IT, Procurement, Human Capital, Finance, Communications, Small Business, International Relations, Partnerships, Legislative and Intergovernmental Affairs, Shared Services, Protective Services, Facilities and Infrastructure, Diversity and Equal Opportunity, and STEM Engagement.� MSD is seeking opportunities to collaborate and exchange ideas with space industry leaders to address some of our most critical services including: Infrastructure: Prioritizing maintenance, renewal, demolition, and new construction across the agency; Connecting a multifaceted, private-public customer base to prioritize infrastructure investments; Leveraging methods and technologies that enhance condition-based maintenance (CBM), digital twin modeling, and other similar solutions. Enterprise Operations: Developing strategies for maturing enterprise service delivery models. Critical IT investments for enterprise operability Service prioritization and data-driven decision-making Strategies to deploy talent that meets evolving mission needs Policy development to enhance operational capabilities and performance Core Functions: Creating solutions for aligning the most critical support functions to the highest priority mission work. Identifying the most critical support services and infrastructure across the aerospace, science, and space industries Projections of future industry requirements and how government investment can best sustain growth Systems and processes that support prioritization Methods for engaging a broad partner/customer base and capturing requirements Investment and portfolio solutions to ensure sustainable operations across core functions Budget Constraints: Identifying best practices for operating within resource limitations, including identifying opportunities for cost savings and streamlining operations. Methods and technologies with proven cost savings or cost avoidance outcomes; Divest-to-invest strategies that avoid operations and maintenance costs; Utilization of next generation technologies (automation, synthetic data, etc.) to save workhours and make work more efficient. Service Delivery: Establishing innovative approaches to providing support services and capabilities, including optimal functional alignment and work prioritization. Proven operating models that provide technical and foundational services to geographically dispersed and functionally different customers; Data analytics and use of enterprise platforms; Strategies to attract, retain, and grow the talent that align with NASA�s future operating models and meet customer requirements\. Purpose of this RFI The purpose of this RFI is to identify industry leaders who are interested in meeting in person with MSD officials during the 37th Space Symposium to be held in Colorado Springs, Colorado, April 4-7, 2022. The intent of the meetings is for meaningful dialogue that help NASA enhance the effective and efficient delivery of mission support services to the agency. NASA is seeking innovative approaches and solutions, and potential partnership opportunities. This is an invitation to have discussions directly with NASA MSD officials and exchange valuable insight into issues that impact mission success. Responses to this RFI shall: Identify the area(s) of common interest with NASA MSD (i.e., aging infrastructure, enterprise operations, budget constraints, service delivery). Briefly describe organizational experience and successful organizational models or solutions in the area(s) identified. Provide the name, title, and biography of any individual(s) interested in meeting with NASA MSD officials at the Symposium. Provide a point of contact for coordinating such meetings. Response to this RFI may also: Describe approaches or solutions that could benefit NASA and the partner. Outline ideas or concepts that meet challenges and opportunities. Describe potential technologies, products, methodologies, or options for enhancing and sustaining mission support. NASA MSD seeks to ensure broad awareness and visibility of this RFI. All categories of U.S. domestic entities including commercial, federal, and state organizations, and United States Commercial Providers as defined in the Space Commerce Act, 51 U.S.C. Section 50101(7), are invited to submit responses to this RFI. Response Instructions All responses must be submitted by email to to the primary point of contact, at HQ-MSD-Info@mail.nasa.gov no later than 5:00 p.m. Eastern Time on March 25, 2022. Emails may include attachments. NASA will send respondents an acknowledgment of receipt of their response. It is not NASA�s intent to publicly disclose proprietary information obtained through this RFI; therefore, respondents should clearly mark any such information as proprietary. NASA will protect such data from public disclosure to the extent permitted under the Freedom of Information Act and other laws and regulations. Additional Information NASA requests this information for planning purposes only. It does not intend to publicly disclose responses. This RFI does not constitute a Request for Proposals, Invitation for Bids, Request for Quotations, or Announcement for Proposals. This RFI is not an offer or commitment by the Government to enter into a contract or other type of agreement. Moreover, the Government will not pay for the information submitted in response to this RFI, nor will the Government reimburse responders for costs incurred to prepare responses to this RFI. NASA will use responses to this RFI to coordinate in-person meetings between NASA MSD officials and industry leaders participating in the 37th Space Symposium.� Meetings will be scheduled in 30 min increments and will be on a first come first served basis.� We cannot guarantee a meeting for every request received.� NASA reserves the right to amend or withdraw this RFI at any time. It is each respondent�s responsibility to monitor the SAM.gov website for the release of any additional RFI information.
