- N66604-22-Q-0212 Combined Synopsis/Solicitation This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation will be open for less than 30 days, in accordance with FAR 5.203(b). Request for Quotation (RFQ) number is N66604-22Q-0212. The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a firm fixed price purchase order to L3Harris Technologies Inc., P.O. Box 37 Melbourne, FL USA 32902-0037, on a sole source basis for AN/PLM-4 Radar Signal Simulator (RSS) Systems as specified in the table below. This part is authorized by the Military Communications Electronics Board (MCEB) which is the governing body for testing and certifying military systems that transmit electromagnetic emissions. L3Harris is the only company that manufactures the AN/PLM-4 Radar Signal Simulator that is authorized by the MCEB. Therefore, this requirement will be awarded to L3Harris Technologies Inc. on a sole source basis. This requirement is solicited on an unrestricted basis as concurred with by NUWCDIVNPT�s Office of Small Business Programs. The North American Industry Classification Systems (NAICS) Code is 334515; the Small Business Size Standard is 750 employees. Delivery shall be made 6 months after date of contract award or sooner. The contractor shall provide delivery schedule as part of submission. This notice is not a request for competitive quotes. All responsible sources may submit a capability statement which will be considered by the Government. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Incorporated provisions and clauses are those in effect through the current Federal Acquisition Circular. Section 508 Compliance Standards do not apply in accordance with FAR 39.204(b), item is for a national security�system.
