Description
The National Marine Fisheries Service (NMFS) Office of Management and Budget (OMB), MB Acquisitions organization is preparing to deliver a training conference in March 2023 focused on support for the federal Contracting Officer Representative (COR) community within the NMFS. This Sources Sought seeks a potential speaker capable of delivering a message during the conference which conveys historical and recent activities for diversity and equity in the federal government acquisition process.� Specifically, how the recent Executive Order 13985 signed by President Biden on January 20, 2021, officially entitled �Advancing Racial Equity and Support for Underserved Communities through the Federal Government� impacts the acquisition of services required by agencies, and what does having a diverse and equitable strategy mean for the acquisition of NMFS service contracts. The keynote will be presented before a live audience of ~100 federal employees in Silver Spring, MB, Kansas City, MO, or Boulder, CO.� Venue and audio visual support will be provided by the government. The Government requests the following information:�A Capabilities Statement that addresses each capability question identified below.� CAPABILITIES QUESTIONS: WHAT DOES THE EXECUTIVE ORDER 13985 CHANGE IN THE CURRENT GOVERNMENT ACQUISITION OF SUPPORT SERVICES? WHAT DOES SUCCESSFUL DIVERSITY, INCLUSION, EQUITY, AND ACCESSIBILITY (DIEA) OUTCOMES LOOK LIKE IN FEDERAL CONTRACTING? WHAT BARRIERS OR OPPORTUNITIES EXIST? HOW CAN UNDERSERVED COMMUNITIES BE LEVERAGED? WHAT RECOMMENDATIONS WOULD YOU MAKE TO ENHANCE DIVERSITY AND INCLUSION WITHIN FEDERAL ACQUISITIONS? Potential offeror(s) interested in providing a keynote address must submit a capabilities statement not to exceed five (5) pages that demonstrates their capability to perform the services described herein. The capabilities statement must include: Company Information: company name, address, business size (small, small disadvantaged, women-owned, HUBZone, veteran-owned, or service-disabled veteran-owned), existing government-wide contract (GWAC) vehicle and point of contact (POC) information for the interested firm; and Responses should be sent to MB.Acquisitions@noaa.gov no later than March 30, 2022, 4:00 PM EDT.
