Description
The Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) intends to negotiate on a sole source basis with ESi/Juvare, 235 Peachtree St NE, Suite 2300, Atlanta, GA 30303, as the only responsible source that can provide the required software licenses, maintenance, and support services for FEMAs WebEOC Crisis Management System (CMS). The NAICS code for this requirement is 511210 � Software Publisher. The WebEOC CMS supports FEMA�s Response and Recovery Operations for the management, coordination, and tracking of requests and resources throughout each disaster/incident�s Lifecycle. The system provides web-based access and real-time visibility of available resources (financial, material, and manpower) to Federal, State, Local, Tribal, and other partners (to include Non-Governmental Organizations (NGOs) in support of the national responses to a crisis and daily response operations. Juvare is the manufacturer of the WebEOC CMS software and owns all proprietary rights to the COTS product. FEMA acquired the product in 2012 and made significant customizations (approximately $10M) to meet FEMA�s requirements for a CMS. From 2012 through present, FEMA has customized our version of the WebEOC software to meet continuing DHS and FEMA requirements. Customizations included developing millions of lines of additional code to interface with core application functionality and facilitate FEMA�s unique resource request and tracking process as well as the creation of specialized Incident Action Plans (IAP�s), Situation Reports (SitReps) and other Senior Leadership tools, which are not immediately available in any other market solutions. These custom modifications are critical for enabling FEMA to gather and provide accurate and timely response and recovery crisis management data tracking for all disasters and incidents. As the proprietary owner of WebEOC, Award to any contractor other than Juvare would result in incurring substantial duplication of costs to the Government for development, testing, security, and training that cannot be recovered through competition. FEMA intends to procure software licenses for Commercial Off-The-Shelf (COTS) software, Software as a Service (SaaS) subscriptions, software documentation, and accessory projects (only if incorporated into the proposed software). Juvare, the owner of the COTS software, will also continue to maintain Authority to Operate (ATO) requirements1. The core software shall provide a robust suite of services and capabilities which support FEMA mission goals, including the following: - Simultaneous management of multiple tiered incidents - Tracking of resource requests and mission assignment interconnections with FEMA�s logistical system(s) and other partners to share information in a timely manner IAW FEMA security requirement - Interconnection with other systems, including an immediately deployable and customizable Application Programming Interface (API) solution - Capability to create ad-hoc, custom forms to fill out aggregate data to meet unique and changing FEMA operational requirements The contractor shall also provide the following software support: - Support for the Incident Command System (ICS) Incident Action Planning (IAP) tool - Support for the tiered FEMA Jurisdictions based on FEMA HQ, Regions, Mobile Emergency Response System (MERS) Operations Center (MOC), Interim Operating Facility (IOF), and Joint Field Office (JFO) - Support for the approval process of reports (digital signature). - Support for the Simple Mail Transfer Protocol (SMTP) based alert and notification of key milestones and events capability - Provide software training courses on an as needed basis covering an array of topics on how to best use the software application This notice is being provided in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101. This notice satisfies the requirement outlined in (FAR) 5.201(b)(1), to publicize synopses of the proposed contract actions. In accordance with FAR 5.207 (c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the contracting officer. The Period of Performance will be a twelve (12) month base year from 14 May 2022, and four (4) twelve (12) month option years for a total of sixty (60) months if all options are exercised. Responses must be received no later than 5:00 P.M., EST, Sunday, 27 March 2022 to marianne.mccallum@fema.dhs.gov.��
