- The Department of the Air Force, 338th Enterprise Sourcing Squadron (338ESS) intends to award a single follow-on firm-fixed price (FFP) Indefinite delivery Indefinite Quantity (IDIQ) contract to CAE USA, Inc. 4908 Tampa West Blvd. Tampa, Florida 33634 under the authority of 10 U.S.C 2304(c)(1) as implemented by FAR 6.302-1, �Only One Responsible Source and No Other Supplies or Services will satisfy Agency Requirements�. No other source currently owns and operates level �D� Legacy C-130B-T /L-100/L382 simulator training with six (6) degrees of freedom (Yaw, Pitch, Heave, Thrust, Roll and Sway). All other Legacy C-130 training is provided on simulators owned and operated by the Department of Defense (DoD); these simulators are not available to support International Foreign Military Students (IMS). In addition, no other source currently have fully developed training courses, manuals, handouts, cockpit mock-up panels and training devices for Legacy C-130B-T/L-100/L382 that are tailored for IMS in order to prevent a gap in training, without full redevelopment of courseware material being required or the acquisition of a level �D� simulator with six (6) degrees of freedom. The schedule of performance for this follow-on acquisition will be a five (5) years base ordering period and three (3) option years scheduled to begin 1 January 2023. The contractor shall provide legacy C-130 B-T/L-100/L-382 (excluding C-130J model) Aircrew Training (Pilot/Navigator/Flight Engineer/Loadmaster) and Maintenance training (various specialties) utilizing a combination of academics, simulators (including Class D qualified Full Flight Simulator with six degrees of freedom), aircraft fuselage trainer, equipment/mock-ups and training devices for hands-on training to provide theory of operation and practical experience for International Foreign Military Students (IMS). Training in basic and emergency operations, fault-finding and emergency procedures by position shall be included. Initial training shall be defined as training necessary to initially train a crew member in a basic crew position and flying duties without regard to the unit's operational mission. �Operational training (including Crew Resource Management (CRM) training) shall be designed to train an entire crew in crew coordination, communications, decision making, leadership, and management skills through the planned use of full mission simulation. �Aircrew members fly structured air, land, overwater, or operational mission scenarios in realistic operational environments. �CRM shall be an integral part of simulator refresher training and is not a stand-alone course. Mission qualification training shall be designed to provide training necessary for a specific aircrew position according to the command or units operational mission requirements. �Instructor training shall provide training in the philosophy of instruction, student/instructor relationships, student performance analysis, lesson planning, and practical instruction. Maintenance training shall be designed to train technicians transitioning to the C-130B-T and commercial variant (L-100/L-382) aircraft, provide initial/refresher training to maintenance personnel qualified in system sub-specialties.��This shall include ground school, flight simulator instruction and teaching students the capabilities to instruct others in this ground school and flight simulator. Contractor shall provide training at the contractor�s CONUS location in accordance with (IAW) objectives to provide necessary training to aircrew and maintenance personnel to support their flying mission. In conjunction with Aircrew and Maintenance training the contractor shall provide suitable lodging for the students during training and transportation to/from the airport, as well as daily transportation between the training facility and the students' quarters. When required and approved by the contracting Officer Representative (COR), or the Contracting Officer, Contractor shall provide ground transportation to and from a medical facility in order to care for acute medical appointments that impact student training Any prime contractor company who believes itself capable to provide the aforementioned CONUS training must submit a capability package in writing. The capability package must clearly demonstrate that the prime contractor currently owns or has unrestricted access to a C-130 Legacy Aircraft full flight simulator (FFS) level �D� qualified simulator with six degrees of freedom and an aircraft fuselage trainer capable of providing training for Pilot, Navigator, Flight Engineer and Loadmaster aircrew initial, transition, refresher and Instructor training for the legacy C-130 B-T/L-100/L-382 (excluding C-130J model) variants. The Capability package must also clearly demonstrate that the prime contractor has developed courseware material, manuals, handouts, cockpit mock-up and training devices for Legacy C-130B-T/L-100/L382 that are individually tailored for aircrew and maintenance technicians IMS training. This Notice is NOT a request for proposal and the Government will not be responsible for any costs incurred by responding to this notice.
