Description
The National Institute of Standards and Technology (NIST) Acquisition Management Division, intends to negotiate with Coherent, Inc., out of Plymouth, MI, on a sole source basis under the authority of FAR Subpart 13.106(b), soliciting from a single source to purchase a tunable diode laser. The National Institute of Standards and Technology (NIST) has provided funding for the development of new measurement capability to support magnetic random-access memories and novel spin-based technologies. As part of this program, NIST has developed a novel heterodyne magneto-optical microwave microscope (hereafter referred to as HMOMM) to facilitate the measurement of critical magnetic parameters in magnetic nanostructures. This system relies on two ultra-low noise, single frequency, tunable, continuous-wave lasers to perform the heterodyne mixing.� The lasers currently in use are nearing end-of-life and must be replaced with 2 new lasers that perform with the same or better specifications. Coherent, Inc. is the sole manufacturer and distributor of the equipment that meets the required minimum specifications. Specifications for the two lasers: The output optical wavelength of the lasers must be 532 nm to be compatible with existing optics. The laser emission must be a single frequency, continuous-wave, TEM_00 mode. The frequency of each laser must be tunable over a range that exceeds 50 GHz. The two lasers must be matched such that the difference frequency between the two lasers can be continuously adjusted between 0 GHz and 50 GHz or greater. The output power of each laser must be at least 100 milliWatt, with a preference for higher output powers. The frequency of the lasers must be able to be adjusted by an external applied voltage. The linewidth of the lasers must be better than 1 kHz over 100 millisecond. The beam quality needs to be M2=1.2 or better. The intensity noise between 10 Hz and 2 MHz needs to be better than 0.1% RMS. The relative intensity noise needs to be better than -135dB/Hz for f > 20kHz. The tuning bandwidth needs to be better than 1 kHz for adjustments less than 30 MHz. The laser needs to have physical dimensions that do not exceed 30 cm wide and 55 cm in length. The frequency drift needs to be smaller than 2.5 MHz per minute All control electronics and cables needed to operate the lasers must be included. It is preferred that the cable length between control electronics and lasers is at least 6 feet. It is preferred that all electronics require an input power of single phase 115 V @ 60 Hz All components must be new.� Used or refurbished systems will not be considered. Offer must be a manufacturer or authorized manufacturer's dealer for items being offered. The NAICS Code is 334513 - Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables, with a small business standard of 1,000 employees. NIST anticipates negotiating and awarding a firm-fixed-price contract to Coherent, Inc. for this requirement. Interested parties that can demonstrate they could satisfy the requirement listed above for NIST must clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. If competitive procedures are not used, it is estimated that an award will be issued in 2nd Quarter FY22. Any questions and responses regarding this notice must be submitted in writing via email to patricia.rose@nist.gov no later than March 25, 2022 at 10 a.m. MST. After extensive market research and discussions with other researchers, only one vendor, Coherent, has a commercially available system that will perform as well or better than the existing lasers used in the HMOMM system.� Since the HMOMM system is a > $500 k measurement system that critically relies on the performance of the frequency tunable lasers, NIST cannot take on additional risk in custom or unproven lasers that are not already a commercial product.�
