Description
***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, Office of Oceanic and Atmospheric Research (OAR), National Severe Storms Laboratory (NSSL), intends to negotiation, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Sky Flight Robotics out of Freeland, MI, for a new Terraview X8Pro multi-rotor UAS capable to fly long distances and long flight times (> 40 minutes) in high winds with ability to integrate Micasense Altum-PT camera. ***The sole source determination is based on the National Oceanic and Atmospheric Administration (NOAA) requirement that Sky Flight is the only authorized reseller of this multi-rotor UAS and associated accessories manufactured by Terraview. The Terraview X8Pro is the only system that has a flight time of 40 minutes or greater with payload on a single battery, has a range of 30 miles, can withstand winds up to 40 mph, and can be fully integrated with a Micasense Altum camera. Meeting the needs of NSSL�s UAS-based damage surveying goals requires the use of systems with high wind tolerance, long flight times, and ranges of several miles to effectively cover enough ground in a reasonable time. Our current fixed-wing platform (Trinity F90+) satisfies the long flight time requirement but not the high wind tolerance requirement (it can only fly/land in winds under ~25 mph or 11-12 m/s). Terraview X8Pro is the only system that has a flight time of 40 minutes or greater with payload on a single battery, has a range of 30 miles, can withstand winds up to 40 mph, and can be fully integrated with a Micasense Altum camera and meets the Executive Order and NDAA requirements. Delivery of the unit and accessories is required by May 1, 2022. ***THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. ORAL COMMUNICATIONS ARE NOT ACCEPTABLE IN RESPONSE TO THIS NOTICE.
