- Description
- In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to award a purchase order on a sole source basis to Luna Innovations Inc. for an OBR 4600 Mainframe (Optical Back Reflectometry). NETL requires high spatial and sensing resolution and wide wavelength sweeping range to allow for both laboratory and field test precision and accuracy. This specific item enables high spatial and sensing resolution with sampling resolution of 10 or 20 microns over 30 or 70 meters, respectively. It also has a wide wavelength sweeping range from 1525 to 1610 nm. The Luna OBR 4600 offers two distinguished sensing length modes, provides an ultra-high spatial resolution, and has an extended sensing range of 2000 m. This instrument is frequency-based so it won�t suffer from dead zones. Reflection events can be detected in proximity and measured with this OBR. The onboard laser system being a class one allows no special laser safety considerations for field test work. This Luna OBR 4600 meets all the requirements needed for NETL�s Natural Gas Infrastructure project. This is considered a sole source to Luna Innovations because, to the best of the NETL�s knowledge based on market research conducted, Luna is the sole source provider of this exact OBR 4600 Mainframe. The OBR 4600 mainframe providing measurement lengths of 30 meters and 70 meters (resolution of 10 micron and 20 micron respectively), over wavelength range of 1525 - 1610 nm and the desktop analysis software is required for NETL�s laboratory and field test work. Luna Innovations is the only vendor that can supply this exact OBR 4600 Mainframe and Desktop Analysis Software. No known potential alternate sources exist which could satisfy NETL's requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 4:00 PM ET on April 6, 2022. Responses must be submitted in writing to the purchasing agent, Lora Stumpf, via email at stumpf@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
